Please provide written responses to each comment and note where changes can be found on the plans. Submit revised plans/documents to Marie Harrison, Permit Coordinator. NONSTRUCTURAL I . List all separate permits/deferred submittals on the cover sheet of the plans. The City prefers that plumbing plans be included with and issued with the main building permit to help avoid any construction delays, particularly with slab -on -grade construction -- although it can be deferred if necessary. Common deferred items are plumbing, mechanical, signs, side sewer, water meter, shop drawings (such as wood trusses, wood I joists), State Electrical, etc. 2. On Sheet A.0 note the occupancy of the building (B). Also change the edition of the NEC to 2002, add the State energy and ventilation codes (2004 WSEC and 2003 VIAQ), and change the ICC/ANSI edition to 2003. 3. Provide construction details for drive-thru canopy and window awnings (if non -conventional construction they must be stamped and sign by an architect or P.E. with structural calcs), or if prefab list as a separate permit. 4. Dimension clear width and length of entrance vestibules to show that it meets ICC/ANSI Al 17.1 Section 404.2.5 for doors in series. 5. The glazing adjacent to doors 115 and 101 must be safety glazed. This is not clear on the plans and the door schedule does not appear to include the glazing. 6. A portion of the teller counter must be accessible. Provide detail showing compliance to ICC/ANSI A117.1 Section 904. Also, if security glazing will be used a method to facilitate voice communication must be provided (Section 904.6). 7. Note the height of the "office partitions by others". If they exceed 5'9" in height, a permit is required. Is the owner intending on constructing them prior to occupancy? Clarify pians. 8. Dimension accessible maneuvering distances at doors 100, 101, and 111 per ICC/ANSI Al 17.1 Section 404.2.3. 9. Provide notes on the plans that ATM must meet ICC/ANSI Al 17.1 Section 707. 10 Night deposit must also be accessible, including reach ranges and operable parts (ICC/ANSI Al 17.1 Sections 308 and 309). 11. Revise 06/A5.1 to show 6" minimum rubber base (plans show 4"). 12. Coordinate cross-referencing of details and sections on the plans. For example: a. Section AA/A4/3 on Sheet A2.0 should be 1/A4.3. Also the section is through the women's restroom not the men's as shown in the section, and please show the east property line on this section. b. On Sheet A2.0 coordinate locations of section 2/A4.1 and 3/A4.1 with what the sections actually show. 13. Revise general note 6 on A2.1 to be applicable to this project. 14. On detail 3/A4.2, show north property line. 15. On Electrical Legend Sheet A2.1, specify method of power backup for fluorescent fixtures (FL2). IBC 1006 16. The door schedule notes that keylocks will be provided on the exit doors. IBC 1008 1.8.3 (2) requires that a sign be posted on the egress side of the door, on or adjacent to the door, stating THIS DOOR TO REMAIN UNLOCKED WHEN BUILDING IS OCCUPIED (minimum i" high letters on contrasting background). Clearly show this requirement on the plans for each door where this condition exists. 17. Clarify on the plans that all non-bearing walls will be anchored to the roof structure as shown on section 1/A4.3 18. Provide a plan showing how excavation and filling operations will be done, including temporary shoring, temporary cut slopes, how cuts will be made to install foundation (particularly adjacent to right-of-way), etc. If construction will occur on neighboring properties, provide copy of temporary construction easement(s) and also show on the plan. Coordinate with geotechnical engineer of record and civil engineer. 19. Provide letter from geotechnical engineer of record that he has reviewed the plans for the project and they meet the recommendations in his report (and provide addendum as needed). 20. On foundation details, show underslab requirements per geotech report (4" sand/gravel and 6 mil vapor barrier) and footing drain requirements. 21. Slope of accessible parking stall and adjacent access aisle cannot exceed 2% (Sheet C2 shows 3.2%). ICC/ANSI Al 17.1 Section 502.5 22. Coordinate accessible parking stall and access aisle on site, landscape, and civil plans. ICC/ANSI Al 17.1 Section 502 23. Provide dimensioned detail of accessible ramp at building entrance, including top and bottom landings, handrails required on both sides of ramp, height of handrails, handrail extensions, gripable cross-section of handrail, returned handrails ends, etc. ICC/ANSI A117.1 section 405 24. Additional site plan comments: a. On the site plan., clearly show the outline of the building and roof eaves, planters and walkways. b. Dimension setbacks from building to property lines. c. Coordinate key notes with actual locations on the site plan (many are missing, some reference the wrong items/locations. d. Dimension width of parking stalls. e. Revise note 18 to reference 8/A5.2 f. Label the awnings g. Show/label canopy at drive-thru h. Clarify which street trees are existing to remain vs. proposed. 25. Encroachments into right-of-way: Show and dimension all encroachments into the public right- of-way on the plot plan, sections and elevations. Also show property line and dimension encroachments on architectural and structural plans (i.e. foundation plan for footing/footing Page 2 of 3 drain encroachments, roof plan for eave and awning encroachments, etc.). Contact Jeanie McConnell, Engineering Division for Encroachment permit requirements. 26. Special Inspections are required for the following (per IBC 1704 and as required by the structural engineer on Sheet 51.1): By Geotechnical Engineer of Record: a. Excavation, grading and site preparation b. Soil bearing verification c. Placement of fill and compaction d. Foundation drainage installation By approved Testing Lab (WABO Certifications), or approved State Licensed P.E.: e. Concrete (including reinforcing steel, design mix, sampling) f. Diaphragms and shear walls (anchor bolts, tie -downs, drag strut connections, nailing size and spacing) g. Moisture content of wood studs, plates, beams, and joists h. Welding i. Powder -actuated fastener installation j. Embedded anchors in concrete and masonry k. Grouting of adhesive anchors and reinforcing steel Complete the enclosed Special Inspection and Testing Agreement (one for geotechnical engineer of record for soils related items, and one for testing lab or professional engineer for structural items) have the building owner, general contractor and special inspector sign the form(s) and return for Building Official approval prior to permit issuance. 27. Prior to permit issuance, the general contractor must submit a signed written statement of responsibility containing item 1 through 4 per IBC 1705.3. 28. On the landscape plan, clarify which street trees are existing to remain and which are proposed. 29. Revise scale of landscape plan so it is the same scale as the Civil and Site plans (this is in the City's commercial handout). This is required for an overlay light -table check for consistency of all plans. STRUCTURAL REVIEW Structural review comments under separate cover. Periodic inspections, if any, must have prior approval by the City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description of daily inspections and tests made with applicable locations • List of all non -conforming items • Report on status of non -conforming items (resolved or unresolved) • Itemized changes authorized by the Architect, Engineer and City if not included in non- conformance items. 5. Furnish Final Construction Report The special inspector or inspection agency shall submit a final signed report to the City stating that all items requiring special inspection and testing were fulfilled and reported. Items not in conformance or unresolved items or any discrepancies in inspection coverage, (i.e., missed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically itemized in this report. B. Contractor Responsibilities 1. Notify the Special Inspector Itis the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on the attached schedule and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. 2. Provide Access to Approved Plans The contractor is responsible for providing the special inspector access to approved plans at -the jobsite. 3. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Department Responsibilities 1. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2.. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. His/Her approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted. D. Owner Responsibilities .The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. Engineer or Architect of Record Responsibilities The engineer or architect of record shall include special inspection requirements on the plans and specifications.
