Please redline plans or submit two (2) sets of revised plans/documents (affected sheets only) with a written response to each of the items below to a Permit Coordinator. 1) On site plan show tiered retaining walls at Southwest corner of building. 2) Provide top and bottom_ wall elevations for retaining wall at front stairway. 3) Site plan is required to be scaled no smaller that 1" = 20'. Please provide new reduced site plan on 8 % x 11 paper or smaller. If not all information can fit on one sheet at that scale please provide two separate sheets. 4) Per our sample site plan, topography is required to be shown in 2' intervals. Please revise topography. 5) Some rocks are shown on the elevation views. Specify if this is a rockery. If so, show location and top and bottom wall elevations on the site plan. Also, provide section detail through the rocks in relation to the retaining walls to verify that a surcharge is not being placed on the rockery by the retaining wall. Calculations and details are required to be stamped and signed by a Washington State Licensed Professional Engineer. 6) Please reference retaining wall details on the site plan and foundation plans. If details to be used are not on the plans please provide new details and calculations stamped and signed by a Washington State Licensed Professional Engineer. 7) Clarify on the site plan what exactly is the datum point. The site plan says monument. Is this a survey stake? Please clarify. 8) Specify if the wine cellar will be heated. 9) Media room has an optional closet. If closet is to be installed a complying egress window must be provided because it is considered a sleeping room. Note on plans. 10) Show size and location of attic access. 11) Provide letter from Geotechnical Engineer of Record stating that they have reviewed the plans and that they are consistent with the report recommendations. 12) Special inspections are required for the following. Complete the enclosed special inspection agreement signed by the owner, the general contractor and the special inspector and submit to the City for approval prior to issuance. • . The following comments, deficiencies/corrections must be addressed prior to completion of plans review and subsequent issuance of permits. Provide revised plans and calculations along with a written response to each of the items listed below to facilitate a shorter back -check time. SCOPE OF REVIEW The scope of this review is for the Structural Only requirements of this project. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. Page 2 of 4 EECE#: EDM 46-65 Zorchenko Residence STRUCTURAL COMMENTS Sheet 4 FOUNDATION PLAN: 1. The geotechnical report states that the minimum depth of the perimeter footing shall be 24" below finished grade. Please modify the drawings to state the 24" square footing shall be 24" below grade and not 18" as recommended by the geotechnical engineer. Alternative submit letter form the geotechnical engineer to justify 18". Page 7 of the report. 2. EOR please a detail cut reference at the exterior stairs shown on the bottom left hand side. What is required to be built at this location? 3. EOR please specify the required connections of the 4x4 post to the exterior footing and at the retaining wall. Nothing is called out at this time. Sheet 5 LOWER FLOOR PLAN: 4. EOR please clarify the foundation for the 4x4 post outside the wine cellar. The drawings imply a footing that will be loaded at an eccentricity but the lower floor show something different. Please clarify the foundation support for the 4x4 post. Sheet 6 LOWER FLOOR FRAMING: 5. Based off the drawing there is no positive attachment to drag the horizontal shear . forces into the shear wall along grid E. Please add collector element at this location in order to drag the forces into the shear wall along grid E. 6. On the right hand side of the floor framing there is a note Beam per eng but I was unable to find this specified on the drawings. Please add this information to the drawings. 7. EOR please specify the required connections of the post to the beams. Page 3 of 4 EECE#: EDM 06-65 Zorchenko Residence Sheet 8 MAIN FLOOR FRAMING: 8. EOR please clarify how detail E as cut at the wide flange beam will work. assume detail K is to be used. Please clarify on the drawings the required connection at this locations. 9. EOR please provide a detail for the connection of the wide flange beam to the wood post. I was unable to find where this was specified. 10. EOR please provide a detail at the corner of the opening in the diaphragm. This is at the 3-1/8X13-112, diagonal double joist, 1-314 X 9-1/2 LVL and diagonal 1-314 X 9-1/2 LVL. It is not clear how these members will be connectioned in order to transfer the vertical loads. Please add this information to the drawings. 11. EOR please specify the required support of the double joist at the stair landing intermediate support. It is not clear what support the (2) 2x8 beam. 12. EOR please provide a detail for the connections of the 5-1/2 PSL flush with the floor and 5-1/2 X 9-112 under the floor. How are these beams being supported? Please provide a detail at these locations. 13. EOR please provide a detail at the column 4x8 supporting the 5-1/8X21. How is the beam being connected to the post? The post width is 7.5 and the beam 5-1/8. A positive connection is required to be added at this location. Sheet 11 BUILDING CROSS SECTION & DETAILS: 14. Detail G: Geotechnical report state the minimum depth to bottom of footing shall be 24". Please modify accordingly. 15. EOR the design of the retaining wall used a d of 6" but the drawings state 2" clear. The d to the tension reinforcement would be (8-2-dimeter of the horizontal bars - reinforcement bars diameter/2) Please modify the retaining wall analysis or drawings accordingly. ACI chapter 10. Page 4 of 4 EECE#: EDM 06-65 Zorchenko Residence Sheet 12 DETAILS: 16. Detail D: EOR please provide analysis for the connection of the 4x4 post spaced @ 6 foot O/C. Without having the gage of the bolts there was no way to check the connections. Also assuming the minimum height it appears the connections will not support the 200 pound force applied in any direction at the top rail. IBC 1607.7.1 17. Detail D: Submit analysis for the 2" minimum notch in the vertical post will support the design force as required per code. The effective section for the post would be (b*h^2/6 = 3.5*2^2/6) = 2.33 in^3. With 200 pound force applied at the top rail the moment is 200*3 = 600 pound -ft. Therefore the bending stress is 3085 psi (600* 12/2.33 = 3085 psi) NDS 3.3 18. Detail D: Please specify the maximum height not only the minimum in order to check the connections and the 4x4 post. All that is stated in 3' minimum. Sheet 13 DETAILS: 19. Detail D: EOR please specify the required connection of the blocking member to the top plate of the shear wall to complete the load path. The forces will exceed 150 plf and toe nailing can not be used. Please add this requirement to the drawings. IBC 2305.1.4 Additional corrections may be required following receipt of corrections and additional information as requested. Your plans are being reviewed concurrently with the Building Department, Fire Department, Zoning Department and Public Works Engineering. Changes, clarifications or additional corrections may be required subsequent to the Building Department plan review when comments are received from the other concerned departments. President CITY OF EDMONDS SPECIAL INSPECTION AND TESTING AGREEMENT The project at li qt1lipt issued under building permit number 'JJ) ()(j2 requires special inspection and/or testing per IBC Chapter 17. The complete list of special inspections is attached to this document. BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgements. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shall submit Statement of Qualifications to the Building Official for review. Special inspectors shall display identification when performing special inspections on site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special Inspector I. Observe Work The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC. Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be performed on a continuous basis—meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections, if any, must have prior approval by the .City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record.and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description of daily inspections and tests made with applicable locations • List of all non -conforming items • Report on status of non -conforming items (resolved or unresolved) • Itemized changes authorized by the Architect, Engineer and City if not included in non- conformance items. 5. Furnish Final Construction Report The special inspector or inspection agency shall submit a final signed report to the City stating that all items requiring special inspection and testing were fulfilled and reported. And, to the best of L:ITEMPIBUILDING\SpeciallnspectionAgreementlBC.doe 7/04 his/her knowledge the project is in conformance with the approved plans and specifications, approved change orders and the applicable workmanship provisions of the IBC. Items not in conformance or unresolved items or any discrepancies in inspection coverage, (i.e., missed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically itemized in this report. B. Contractor Responsibilities 1. Notify the Special Inspector It is the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on the attached schedule and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. 2. Provide Access to Approved Plans The contractor is responsible for providing the special inspector access to approved plans at -,the jobsite. 3. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Department Responsibilities 1. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. His/Her approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted. D. Owner Responsibilities The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. Engineer or Architect of Record Responsibilities The engineer or architect of record shall include special inspection requirements on the plans and specifications.
