During review of the above noted application, it was found that the following information, corrections, or clarifications are needed. Please redline plans or submit two (2) sets of revised plans/documents (affected sheets only) with a written response to each of the items below to a Permit Coordinator. 1) Provide top and bottom wall elevations for all proposed rockeries. 2) Please choose alternate datum point (i.e. fire hydrant -specify top or bottom, etc.) not located in the middle of 9th Ave. The datum point chosen will be too dangerous for the building inspector to perform height inspection. 3) It appears that there will be some site built showers. Please provide shower pan construction detail specifying material, slope to drain, etc. 4) Provide eco block shoring detail and a separate site plan showing locations of the temporary shoring walls or show how max 1:1 temporary cuts will be done as required by the Geotechnical Engineer of Record.. If their height exceeds 4' then structural calculations and peer review will be required. (See enclosed retaining wall handout). 5) Per Geotech report footings are to be a minimum of 18" for continuous and 24" for isolated. Revise foundation plan and details to reflect. 6) Special inspections are required for the following. The following comments, deficiencies/corrections must be addressed prior to completion of plans review and subsequent issuance of permits. Provide revised plans and calculations along with a written response to each of the items listed below to facilitate a shorter back -check time. SCOPE OF REVIEW The scope of this review is for the ,Structural requirements of this project. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. Page 2 of 6 EECE#: EDM 07-04 Holt Residence STRUCTURAL CONIWNTS General Please submit a letter from the licensed geotechnical engineer that he has reviewed the final plans as recommended in the geotechnical report. The report clearly states that prior to final permit issuance the geotechnical engineer shall verify compliance. In addition, please submit a statement of minimum risk as required per the City of Edmonds ordinance. 2. Geotechnical engineer, please submit a plan showing where the test holes where performed as required per IBC 1802.6. 3. Engineer of Record (EOR), please submit a design of the retaining wall to be used for this site. None was in the submitted package. Sheet 5 ELEVATIONS: 4. Please specify the required connection of the file roof on the drawings. Nothing is shown at this time. 5. EOR, please verify the hold down specified at the corners of the library. The hold down specified is smaller on one side than the other. Submit an analysis to justify the smaller hold down. Lateral forces will be applied in either direction. Please modify accordingly. 6. EOR, please specify the required hold down for shear wall mark SW -2 at the guest bedroom. There should be one specified at each end. 7. EOR, the drawings do not show any collector element to drag the horizontal diaphragm force into the interior shear wall specified on the drawings. Please clearly add to the drawing the required collector elements in order to transfer the lateral forces. 8. EOR., please specify the required spacing of the vertical post and attachment for the glass guard rail support. Nothing is shown to show how the code required design forces will be resisted. Please add this information. 9. EOR please specify the required header over the living room window. Note the roof has tile and the dead is larger then normal roof framing. This is very important since this is a sliding window and the defections of this beam must be checked. Page 3 of 6 EECE#: EDM 07-04 Holt Residence 10. AOR please clarify the roof loading. It appears the dead load of the tile goof was not included in the design of the members. Please clarify on the response how the dead load used in the analysis was determined. (Please note the EOR has used the dead for the roof but also the framing member and foundations must use the total dead load when designing the supporting structure.) Sheet 2 BASEMENT & FOUNDATION PLAN: 11. EOR, please provide a detail at the column supporting the 12" glu-lam beam and 9" glu-lam beam. With different depth beams a detail is required to show how the forces are being transferred. 12. EOR, please provide a detail for the requirements of the beam pocket in order to transfer the required forces. More information is required than just stating beam pocket. 13. Please specify the required connection of the cantilever beam to the supporting member. Nothing is specified at this time. 14. EOR, please provide an analysis for the 2x8 ledger supporting the deck loads. 15. EOR., please provide calculations for a 4x8 to support a reaction of 19 kips as noted in the beam analysis. Also, note the minimum bearing area required to support this loads as specified in the analysis is 29.3 in^3. The beam width of 6.75 the bearing area would only be 23.625 (3.5*6.75) also note the bearing area must be based on the smallest bearing area and in this case the width of the glu-lam beam controls. 16. Submit an analysis for the post supporting the glu-lam beams. 17. All beams that are supported by posts, including built-up posts and in -wall posts, shall clearly note the required connections on the drawings. Currently this is not clearly noted on the drawings. Please note all required post to beam connections on the drawings. 18. EOR, the analysis for the glu-lam beams in the garage appear not to include the point loads from the glu-lam beams. For example, glu-lam beam mark 13 is supporting beam mark 6. The analysis for beam mark 6 has not included alternative live loads on the different spans as required per code. Simple span beams applying total loads is correct but for cantilevering beams this may not be the worse loading case. The code requires the worse loading case to be considered when designing all members. Resubmit an analysis to include the code required distributive for floor live loads. IBC 1607.10 Page 4 of 6 EECE#: EDM 07-04 Holt Residence 19. The analysis shows there will be an uplift force required to be resisted on the back span. Currently there is not any connection specified to resist this loads. Please clearly specify the required connections to resist the code prescribed forces. 20. EOR, please specify the required number of studs to support the multiple joists on the interior wall. A single stud will not support the design loads under conventional framing. 21. EOR, please specify the required connections for the multiple firaming flush with the supporting beach. The required hanger to be used should be clearly added to the drawings in order to check capacity. 22. EOR, please provide calculations for the 24" diameter footing supporting two posts at the dropped deck. 23. FOR, please provide calculations for the exterior spread footing supporting the floor and the roof trusses. The prescriptive foundations widths are when the TRC spans are met. This is not the case for this house. A foundation design is required to show compliance. IBC 1801.2 24. AOR please provide analysis for the 2x12 @ 16" O/C spanning over 15 feet. Also note the floor joist are supporting file floor and this will have a larger dead load than typical framed floors. WMIUM! • :: u_Ii2C0UW iii 25. The load path of the truss C that states interior support is not clear on the drawing. The drawings do not show the interior support clearly. Please add this to the drawings. 26. EOR, please provide calculations for the exterior studs to support the truss spanning 64 feet. All load combinations shall be included when analyzing the exterior stud wall. The engineer has only done the shear wall design in plane but out of plane forces must also be checked to support the roof framing members and all load combinations. 27. Please add to the drawing that the truss manufacturer shall have an engineer licensed in the State of Washington stamp and sign the design of the trusses as shown on the drawings. Sheet 4 GENERAL SPECIFICATIONS: 28. Architect of Record (AOR), please provide an analysis of the deck details shown on this sheet. The notes are per the old UBC and not the adopted code at this time. Page 5 of 6 EECE#: EDM 07-04 Holt Residence 29. Deck detail: The City of Edmonds requires the foundation to be 18" below grade not 12" as shown in the detail. Please modify accordingly. 30. Deck detail: Please specify the required hanger to use for the deck joist. All that is stated is metal hanger. Based off the span the smallest hanger Simpson or Lumber lock makes will not support the design loads so the required shall be specified. 31. Deck detail: Please provide an analysis for the ledger connected with 2 rows of 16d @ 16" OIC. based off the reaction this will not support the required design loads. Please note a vertical reinforcement shall have a 90 degree hook in the footing or submit an analysis to justify straight bar embedment. 33. EOR, submit an analysis for the top of the wall being braced for a 9 foot high retaining wall. This should include the required connection to transfer the design forces. Nothing is specified at this time. 34. EOR, provide an analysis for the retaining wall at the "wall furring section". IBC 1806 35. Please modify the general note to the most current code. The UBC is not the current code for the State of Washington. The international codes have been adopted since July 1 2004. All drawings should be updated to the current adopted code. Sheet S LATERAL ANALYSISITYPICAL DETAILS: 36. EOR, please submit a design analysis for the restrained retaining wall. The geotechnical report states the design shall add an additional uniform lateral pressure of 100 psf to the active earth pressure. This should not only include the reinforcements but also the connection at the top of the wall. 37. EOR, submit an analysis for the dowel straight bar embedment in the 9" footing. Also, provide a method of construction to hold a straight bar in place during construction of the footing. All reinforcement steel shall be tied in placed. The reinforcement shall not be wet set. 38. Shear wall schedule. When nails are spaced at 2" OIC the code requires the member it is attaching to to be a single 3X member and the nails to be staggered. This is very important since the member will tend to split if the nails are not staggered. Modify note 7 to clearly state a single 3X member and for the nails to be staggered. Your plans are being reviewed concurrently with the Building Department, Fire Department, Zoning Department and Public Works Engineering. Changes, clarifications or additional corrections may be required subsequent to the Building Department plan review when comments are received from the other concerned departments. President CITY OF EDMONDS SPECIAL INSPECTION AND TESTING AGREEMENT The project atLo Nc�fa_R .- issued under building permit number requires special inspection and/or testing per IBC Chapter 17. The complete list of special inspections is attached to this document. BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgements. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shall submit Statement of Qualifications to the Building Official for review. Special inspectors shall display identification when performing special inspections on site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special Inspector .1. Observe Work The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC. Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be performed on a continuous basis—meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections, if any, must have prior approval by the City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description of daily inspections and tests made with applicable locations • List of all Dion -conforming items • Report on status of non -conforming items (resolved or unresolved) • Itemized changes authorized by the Architect, Engineer and City if not included in non- conformance items. S. Furnish Final Construction Report The special inspector or inspection agency shall submit a final signed report to the City stating that all items requiring special inspection and testing were fulfilled and reported. And, to the best of L:ITEMPIBUILDINGISpecialInspectionAgeementIBC.doc 7104 his/her knowledge the project is in conformance with the approved plans and specifications, approved change orders and the applicable workmanship provisions of the IBC. Items not in conformance or unresolved items or any discrepancies in inspection coverage, (i.e., missed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically itemized in this report. B. Contractor Responsibilities I. Notify the Special Inspector It is the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on the attached schedule and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. 2. Provide Access to Approved Plans The contractor is responsible for providing the special inspector access to approved plans at.the jobsite. 3. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Department Responsibilities 1. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. Ms/Her approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted. D. Owner Responsibilities The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. Engineer or Architect of Record Responsibilities The engineer or architect of record shall include special inspection requirements on the plans and specifications.
