During review of the above noted application, it was found that the following information, corrections, or clarifications are needed. Please redline plans or submit two (2) sets of revised plans/documents (affected sheets only) with a written response to each of the items below to a Permit Coordinator. Site Plan 1) On the site plan label all covered porches, cantilevers, fireplace bump outs, eaves ,etc. 2) On the site plan show the actual location of the manhole used as the datum point. 3) Show top and bottom wall elevations for proposed rockery. 4) Please provide detail for barrier free parking stalls. See attached accessible parking stall detail for minimum requirements. General 5) Please complete the enclosed energy and ventilation worksheets. A separate form is required for each building. 6) On the floor plans please specify CFM rating for all fans (50 cfm bath/laundry and 100 cfin stove). Also specify which fan is to be the whole house fan and note cfin rating based on calculations in the Energy worksheet. 7) Engineer of Record to re -design retaining wall taking into account Geotechnical Engineer's design criteria (i.e. 40 pcf active soil pressure, etc.). Also, revise sheet Sl to meet minimum Geotech requirements. 8) Engineer of Record please add corresponding shear wall call outs to the tables in the calculations so 1 can verify consistency with plans. Also, specify if the calculation tables apply to each building. All 1 could find is a reference to 24112. Please clarify what applies where. 9) Special inspections are required for the following. Complete the enclosed special inspection agreement signed by the owner, the general contractor and the special inspector and submit to the City for approval prior to issuance. A separate form is required for each special inspector. • Excavation/grading/site prep Placement of fill and compaction 0 Soil bearing verification • Proof rolling • Subsurface drainage installation • Field welding Sheet All 10) Section A references the party wall details at each level but this section detail is called out on sheets A2 through A6 at the Single Family Residences. Please reference this section at the Duplex {24118) on each sheet and remove from the other locations that do not apply. 11) Detail 14 shows R-15 on the inside of the foundation wall. Minimum interior wall insulation is R-21. Revise detail to show R-21 interior insulation or add R-10 rigid insulation along the outside of the wall. Sheet S1 12) Under inspections please clarify what special inspections are required for the project per IBC 1704. See #9 above for required Geotechnical Special Inspections and field welding. 13) Clarify under concrete or masonry anchors what is applicable to this project. It does not appear that any epoxy or expansion anchors were called out for this project. If so, then special inspections are required. Sheet S2 14) Plans show a 4x8 above the garage water heater and the calculations are for a 1 3/4" LVL. Revise pians to match calculations or provide revised calculation for proposed 4x8. This also occurs on S2.1 and S2.3 please address all locations. 15) Provide calculations to justify that larger posts and/or footings are not required to support B2A W10x30 or B1A 61/4z" x 15 GLB. 16) Detail 2/S6 is called out at the steel beam for the cantilevered floor joists. Please revise detail or provide new one to show how joists will be connected to steel beam. This also occurs on sheet S2.1 and S2.2 please address all locations. Sheet S2.1 17) BIA in the calculations is for a 6 3/4" x 16'/2" GLB and plans call out 6 3/4" x 15" GLB. Please revise plans to meet calculations or provide revised calculations. Also provide calculations to justify that larger posts and/or footings are not required to support the beam at the back end of the house. This also occurs on S2.2 please address both locations. 18) Provide calculations to justify that larger posts and/or footings are not required under B2 W10x30. Sheet S2.3 19) Floor plan in the calculations specifies 5 1/8" x 7 %2" GLB at the garage door openings and plans show 3 1/8" x 9" GLB but I was unable to locate a calculation for either beam. Please provide calculation and coordinate with plans. Sheet S3 20) Calculations specify a 4x4 post to support the 7" LVL and the plans show a built up (4) 2x4 post. Please revise plans to show 4x4 or have Engineer of Record specify nailing for built up post and verify that it will adequately support all loads. DOC Last Date Revised: 3/2.6/2007 CITY OF EDMONDS SPECIAL INSPECTION AND TESTING AGREEMENT The project at issued under building permit number requires special inspection and/or testing per IBC Chapter 17. The complete list of special inspections is attached to this document. BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgements. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shall submit Statement of Qualifications to the Building Official for review. Special inspectors shall display identification when performing special inspections on site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special Inspector .I. Observe Work The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC. Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be performed on a continuous basis—meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections, if any, must have prior approval by the City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description of daily inspections and tests made with applicable locations + List of all non -conforming items • Report on status of non -conforming items (resolved or unresolved) • Itemized changes authorized by the Architect, Engineer and City if not included in non- conformance items. 5. Furnish Final Construction Report The special inspector or inspection agency shall submit a final signed report to the City stating that all items requiring special inspection and testing were fulfilled and reported. And, to the best of L:ITEMP1BUILD1NGISpeciailnspectionAgzeementlBC.doe 7104 his/her knowledge the project is in conformance with the approved plans and specifications, approved change orders and the applicable workmanship provisions of the IBC. Items not in conformance or unresolved items or any discrepancies in inspection coverage, (i.e., missed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically itemized in this report. B. Contractor Responsibilities 1. Notify the Special Inspector It is the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on the attached schedule and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. 2. Provide Access to Approved Plans The contractor is responsible for providing the special inspector access to approved plans at -the jobsite. 3. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Department Responsibilities 1. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. Ms/Her approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted. D. Owner Responsibilities The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. Engineer or Architect of Record Responsibilities The engineer or architect of record shall include special inspection requirements on the plans and specifications.
