Provide written responses to each comment and where changes can be found on the plans. Please resubmit to Theresa Umbaugh, Permit Coordinator. The combining of the two tenant spaces into one tenant space for use as a restaurant with an occupant load of 50 or more is a change of occupancy. Per IBC 3406. 1, the tenant space must meet current fire and life -safety codes. Please provide these comments to your design professional for response and revisions to the plans. 1. Coversheet (Sheet CS): a. List the following codes on the coversheet of the plans: i. 2006 International Building Code (including Accessibility) with State Amendments ii. 2006 International Mechanical Code (including International Fuel Gas Code) with State Amendments iii. 2006 International Fire Code with State Amendments iv. 2006 Uniform Plumbing Code with State Amendments V. 2006 Washington State Energy Code (WAC 51-11) vi. 2006 Washington State Ventilation Indoor Air Quality Code (WAC 51-13) vii. Edmonds Community Development Code viii. 2005 National Electric Code (enforced by State Labor and Industries) b. List all deferred submittals/separate permits on the cover sheet of the plans. It is highly recommended that plumbing plans be included and issued with the main building permit to help avoid any construction delays, however they can be deferred. Other common deferred items applicable to this project are Type I Hood, Hood Suppression System, Signs, State electrical, etc. c. Note the building Type of Construction (VB) d. Note the occupancy (A2). This is a change of occupancy. IBC 303.1 e. Provide occupant load calculations. By my calculations the occupant load is 72. TBC 1004 f. On the site plan: i. Show on-site parking for this building, including accessible parking and path of travel to the building entrance. If there is no on-site parking, note on the plan. ii. Show existing exterior improvements such as awnings, planters, signs, etc. and note if any exterior changes/improvements are proposed, including painting. 2. Ventilation must be provided either mechanically or with natural ventilation using building openings (windows and doors) in accordance with the State Ventilation Indoor Air Quality Code. Since it is likely that mechanical ventilation will be used, provide mechanical plans showing compliance for the entire tenant space (see attached handout for minimum submittal requirements). a. Natural ventilation: Provide in each room or area at the rate 4% of the floor area. Show the calculations on the plans. OR b. Mechanical ventilation: Provide outdoor air at the rates specified in VIA.Q Table 3-4 (based on the occupant load established for the building) to each room or area. The system must be balanced (supply and return/exhaust). Provide mechanical plans and calculations showing compliance. See enclosed Mechanical submittal information handout. 3. Minimum 50 cfin exhaust fan required in each restroom and must vent to the outside. VIAQ 304 4. A 2 -hour occupancy separation (fire barrier wall IBC 706) is required between the A2 occupancy and adjacent tenant space (B occupancy). Provide a listed and tested 2 -hour fire rated assembly for the wall (such as from IBC Chapter 7 Tables, Gypsum Association Fire Design Manual, UL, etc.). The fire barrier wall must extend to the underside of the roof deck. All penetrations must be firestopped to maintain the 2 -hour fire rating. 5. Exit doors (all exterior doors) must swing outward in the direction of travel, and be provided with panic hardware (IBC 1008.1.9). If the exception to use IBC 1008.1.8.3 42 will be utilized for the main entry door only, provide locking hardware and signage requirements on the plans. 6. Note the width and height of the exit doors. They must be minimum 3068 to provide a 32" clearance. IBC 1008 7. Show emergency lighting locations and type of power backup. IBC 1006 8. Provide a maximum occupant load sign at the main entrance door. IBC 1004.3 9. Show the accessible dining surfaces and requirements on the plans (IBC 1108.2.8.1, ICC/ANSI At 17.1 Section 902). 10. Door hardware must be accessible (ICC/ANSI At 17.1 Section 404.2.6. Specify type of accessible hardware that meets these requirements. 11. Note the door size (width and height) for accessible doors --- frequently 3068 doors are required to provide a fall 32" clearance due to the encroachment of the door at the 90 degree position. ICC/ANSI At 17.1 Section 404.2 12. Provide male and female accessible restroom signage with Braille and note sign heights on the plans. ICC/ANSI At 17.1 section 703 13. If there are point-of-sale areas, order, or pickup areas, they must be accessible per ICC/ANSI A117.1 Section 904. Show on the plans. 14. Provide Snohomish County Health District review letter, and incorporate any corrections in your resubmittal to the City. Permit Application Form C. 2. Provide Manufacturer's specifications and/or cut sheets for all equipment. 3. Submit applicable State Non -Residential Energy Code compliance forms. Two (2) sets of plans showing the following: a) Locations of all heating, ventilation, air conditioning equipment, including exhaust fans. Note fuel source, Btu input/output. b) Provide HVAC ductwork layout, including supply diffusers, return air grills, and cfm. c) Location and type of all fire/smoke dampers. Provide manufacturer's specifications. d) Show duct smoke alarm (detector) locations. e) Show or detail how combustion air will be provided. f) Specify duct and pipe insulation R -value, and duct sealing. g) Show condensate waste discharge location. h) Label all plenums and provide details showing plenum construction and exposed materials within the plenum. i) Venting path for exhaust ducts, dryer vents, gas appliance vents, B -vents, etc. and show outlet/inlet locations. j) Locations and construction details of all mechanical shafts, including listed and tested assemblies. k) For roof mounted equipment, provide weight of equipment and structural support information, including roof framing plans, snow and dead loads, etc. Provide building elevations showing visibility of mechanical equipment and screening and equipment dimensions. 1) Provide construction details for mechanical equipment support structures, including wall and ceiling platforms. m) Dimension clearances around mechanical equipment_ n) Provide seismic anchoring details. o) Provide parking garage ventilation calculations, show location and size of supply and exhaust fans, and location of exhaust outlet to building openings, supply inlets, property lines, and height above grade. p) Gas piping layout, sizing, pipe material, and support hanger spacing, and number of gas piping outlets. q) Provide outdoor air calculations per State VIAQ Table 3-4, detail on plans how provided and distributed. NOTE: All listed and tested appliances or units shall be installed per the manufacturer's specifications.
