SPECIFICS: I WAS CALLED IN TO ANALYZE AND SUPERVISE THE ABOVE SITE ADDRESS. DURING EXCAVATION OF THE OIL TANK AND ITS SUBSEQUENT REMOVAL IT WAS EVIDENT THAT THE TANK HAD LEAKED AND HAD CONTAMINATED THE SURROUNDING GROUND. THIS WAS CONFIRMED VIA 2 SOIL SAMPLES TAKEN ON 7-6-2011. THE SAMPLES WERE TESTED AT FRIEDMAN & BRUYA IN SEATTLE WITH WEST SAMPLE RETURNED AT 44,000 PARTS PER MILLION (PPM) AND THE EAST SAMPLE AT 24,000 PPM. BOTH SAMPLES WERE WELL ABOVE THE ALLOWABLE 2,000 PPM METHOD A CLEANUP STANDARD ESTABLISHED BY THE WASHINGTON STATE MODEL TOXICS CONTROL ACT (MTCA). A 750 GALLON OIL TANK WAS REMOVED FROM THE SITE ON 7-6-2011 AND DISPOSED OF AT ARROW METALS IN WOODINVILLE, WA. THE AFFECTED SOIL WAS REMOVED FROM THE SITE ON 8-2 AND 8-3-2011 AND APPROXIMATELY 32.58 TONS WERE DISPOSED OF AT RABANCO IN SEATTLE, WA. THE EXCAVATION RESULTED IN A HOLE THAT WAS APPROXIMATELY 15 FEET LONG, 14 FEET WIDE AND 12 FEET DEEP. 5 SOIL SAMPLES WERE TAKEN FROM THE EXCAVATED AREA AND TESTED AT FRIEDMAN & BRUYA IN SEATTLE, WA. THE NORTH SAMPLE (TAKEN A 7 FEET BELOW GRADE) AND THE Ft (TAKEN A 12 FEI l' BE 1.0W GRADE ON C:EN ER) RE I UJB N D Al- LESS THAN 50 PPM OR NON DETECT. ALTHOUGH THE SAMPLE EXCEEDS THE ALLOWED LIMITS WE ARE RECOMMENDING NO FURTHER ACTION BE REQUIRED OR TAKEN AT THE SITE. THE SLIGHT AMOUNT OF CONTAMINATED SOIL AT THE SITE WOULD ENTAIL AT MOST A SINGLE SCOOP TO FALL WITHIN THE STANDARDS AND THE COST TO REACH THIS WOULD PROVE TO BE EXORBITANT. IN ADDITION, THE REMAINING SOIL DOES NOT POSE ANY DANGER TO THE ENVIRONMENT OR THE HEALTH OF HUMANS AND WITHIN A MONTH OR 2 THE CONTAMINATED SOIL WILL MOST LIKELY DEGRADE TO UNDER 2,000 PPM.
