The request is for a staff determination of average front setback for the subject property. Although it is currently vacant, our understanding is that you would develop it so that the "front" would be facing on Water Street. In this case, only one other house fronts on Water Street: Your survey indicates, that the northwest corner of the house is located approximately 13.59 feet -from the northern property line (Water Street). The concrete steps and brick railing running from the front of the house to the ground ends at a landing approximately 8.6 feet from the northern property 'sine, while additional brick posts are even closer, 4.33 feet from the property line. After reviewing the drawings and photographs, and after staff made a site visit, we find that the average front setback for the properties on this block of Water Street is established at 8.6 feet from the property line. The front steps and brick side railing walls are considered to be part of the house and clearly establish this as the front setback. Although a part of the entry feature of the house, the two decorative brick light posts do not appear to be a part of the "residential building" and are more similar to the "detached structures such as garages; carports; and uncovered porches, decks, steps and patios..." that the code states are not to be used when determining front setbacks.
