A copy of the staff letter is attached for reference. General Comments Comment # 1: Please make corrections on all page notes that refer to ".Snohomish County" to "Edmonds" and where "county" to "city". All standard details shall be City of Edmonds details. Please revise all sheets as necessary. ® All sheets have been revised as requested. Comment # 2: Notes and standard details are included in these sheets that are not referencing the construction of this project. Please revise and remove all that are not applicable. ® All sheets have been revised as requested. Comment # 3: Please provide a Traffic Control plan. Plan should be approved and signed by WSDOT. ® Traffic control plan is attached as requested. Per our recent discussion, WSDOT approval is not necessary. Comment 94: Please provide a Striping/Signage Plan including Fire Department requirements. .Include City of Edmonds Standard Details. Per our recent discussion, it is sufficient to note locations of on-site curbing to be painted red and sign locations stating "No Parking — Fire Lane" (See sheet C-03). Comment #5: Please provide sheets G8 and C-12 with Olympic View Water and Seiver District approval and signature. IN OV WS District staff has reviewed and indicated approved of the civil design plans, however formal approval and signature is forthcoming per the Developer Extension Contract process. Comment 97: Sidewalk shall extend to property line. Please show sidewalks to property line and add note "Transition to existing conditions shall be made at point where slopes and adjoining conditions allow. " ® The sidewalk extents have been modified with note to clarify as requested. Comment #8: "Proposed Access and Utility Easement" along frontage of property is intended for Olympic View Water Sewer District? Please clam. Per our recent discussion, this easement has been revised as required to accommodate the proposed sidewalk alignment encroachment (per Architecture Design Board condition of approval to have sidewalk offset 4 ft from the roadway). A separate storm water maintenance access easement is also now proposed as you requested. Draft easement documents are attached for your review, and will be recorded with separate Auditor File Numbers (AF #) upon your approval. Civil utility easements (water service meters and power) will also be prepared and recorded as required by the utility company requirements. Comment 99: Easements to the City need to go through Council for approval. Please submit as soon as possible to ensure this process can be completed as soon as possible. ® Per our recent discussion, we understand easement exhibits require City review, approval and recording prior to permit issuance approval. Comment #10: As easement is also required for City operations crews to access the stormwater system for compliance inspections. Please provide document and show location of easement on plans ® Per comment 8 above, we understand a stormwater access easement also requires City review, approval and recording prior to permit issuance approval. Traffic Impact Analysis Worksheet Comment #19: The prior use (210) Single Family rate was taken from the 2009 rate table instead of the 2004 rate table provided. Please revise the per unit rate for the prior use to $840.72. See handout E82 for more information. ® We understand this comment will be addressed by City Staff (FYI comment only). Storm`vater Report and Plan Review Comment 1: Section 2.3 - The report correctly classifies the site as a Category 2 Small Site Project. The report does not, however, list all the Small Site Minimum Requirements that apply to the project and how the design meets these minimum requirements. See Edmonds Community Development Code (ECDC) Chapter 18.30.060.D.2. b and Section S of the Edmonds Stormwater Code Supplement). The document should be organized to speak to all the applicable Small Site Minimum Requirements. ® The stormwater report narrative has been revised to specifically address all the applicable Small Site Minimum Requirements. The "Storm Detention Chamber Volume Summary (Cross-section Calc) " in Appendix 3 uses a chamber volume of 7.94 cubic feet per lineal foot of chamber (cf/jo in the calculation. Information obtained by the reviewer form the manufacturer's website indicated the chambers range from 6.5 to 6.9 cf/lf (see enclosed). If the designer is using a different chamber that has 7.94 cf/lf please provide the cut sheet. If the designer is using the Chambermaxx model in the enclosed cut sheet, rnodify the modeling and the design accordingly. ■ The 7.94 cf/fl value was based on the actual cross section end area of the Chambermaxx unit (CAD detail drawing obtained from the manufacture). The stormwater modeling has been revised based on 6.75 cf/lf (pro -rated per 6.5 and 6.9 cf/lf based on actual chamber configuration) as requested. Comment 3: Appendix 3 — The "Effective Depth" parameter in WWHM3 for detention systems should be the live storage plus ]foot of freeboard above the top of the riser. In this configuration, the value should be 3.5 feet instead of 3 feet. ■ The stormwater modeling effective depth has been revised to 3.5 ft as noted. Comment 4: Appendix 3 —The modeling uses a 10 inch diameter riser pipe in the detention outlet structure. The "Flow Control Manhole Detail" on Drawing C-5 shows a 12 inch diameter riser pipe. Also, the modeling shows that the outlet structure for the detention system has notch height of ]foot and notch width of 0.08 feet. The "Flow Control Manhole Detail " on Drawing C-5 shows has notch height of 0. 08feet and notch width of I foot. Please reconcile these inconsistencies. Also, the City of Edmonds has its own standard detail for control structures that does not use a shear gate. Please include. ■ The riser diameter and notch detail has been revised as noted. ■ COE flow control manhole detail is now referenced as noted. Comment 5: Section 4.3.3 - The design proposes linear sand filter for treating the runoff from the pollution generating impervious surfaces. Ecology's 2005 and 2012 Stormwater Management Manual for Western Washington (SWMMWW)state for sand filters: "Do NOT place upstream of a detention facility. In order to prevent exposure of the sandfilter surface to high flow rates that could cause loss of media andpreviously removed pollutants, "(Section 8.6). Also, a pre -settling chamber is not included in the design (the proposed I foot by 1 foot catch basin is not sufficient). Section 8.2, Volume V of Ecology's 2005 SWMMWW requires the use of a pre-setting system upstream of a sand filter . Per recent discussion with Mr. Shuster, the proposed sand filter location situated prior to detention is acceptable (flows to the sand filter are characterized as low flow rate / very low velocity based on pavement runoff only from the pre -settling basin). Rooftop non pollutant generating runoff flows completely bypass the sand filter. Moreover, there is minimal risk of exposing the sand filter to high flow rates that could cause loss of media and previously removed pollutants as noted. Plans revised to provide a Type 1 P catch basin with an inverted tee per WSDOE best management practices. This type of structure is commonly used for satisfying the pre -settling requirement. Comment 6: Sand filters must be set back at least 5 feet from property lines. ■ Per recent discussion with Mr. Shuster, the proposed sand filter location setback from the property line is acceptable since the basin is proposed to include an impermeable liner system to ensure no stormwater can infiltrate to the soils to adversely affect the adjacent property. It states that the pre -settling goal is to remove 50 percent of the total suspended solids and suggests some options. (Section 6.5.1). Also, sand filters must be set back at least 5 feet from property lines. Other options are available for the project to meet the basic treatment requirement beside a linear sand filter. The City of Edmonds accepts the use of "General Use —approved" technologies by Ecology. 2.
