The following are our responses to BLD2014-0907 190 Sunset Ave Suite A Scratch Distillery
Fire Marshal Comments:
Correction #1: Identify suite #; update plans & permit application.
U+ Response: Scratch Distillery is located in Suite A. Permit application and project
Information Property Address on Sheet A1.1 updated to reflect suite number.
Correction #2: Sheet A1.0 & A1.1 It is unclear where guest reception will occur, callout
("main entry") RECEPTION area where guests will be greeted to business space. The patio
doors are signed as "main entry" under shell permit due to "DOORS REMAIN OPEN..."
labeling. IFC 1008.1.9.3.2.2.
U+ Response: The main entry for guests visiting Scratch Distillery is the patio doors.
Clarification was added to sheet A1.0 and A1.1 to clearly designate the patio doors
as the primary business entry.
Correction #3: Sheet A1.0 & A1.1 Only one exit is required per designer calculations,
however, the shell design and layout of additional exits in tenant space provides at least
one additional alternate exit meeting minimum separation requirements. Fire reviewer
suggests
recalculate to benefit the tenant by increasing the occupant load to 50 or over and establish
a second required exit for future business flexibility.
U+ Response: Occupancy calculations revised to increase occupant load to 60
occupants.
Correction #4: Sheet A1.1 Add directional exit signs:
a. In WORK AREA (103) directing TASTING visitors to EXIT 2.
b. At EXIT 3 in PRODUCTION (101) if guests will be invited in this area.

Distilling Area 101. Notation added to Sheet A1.1.
Correction #5: Sheet A1.1 Is there outdoor covered space for guest seating that needs be
included with the interior occupant loads?
U+ Response: Per Federal Alcohol and Tabaco Tax and Trade Bureau (TTB) and the
Washington State Liquor Control Board requirements, no tastings of distilled spirits
are allowed to be served outside. The canopy designed as part of the shell permit
work will cover the main entry, but is not intended for additional guest seating.
Correction #6: Sheet Al. 1 Fire review note to designer: process description during pre -
application meeting was that a limited "USE -CLOSED SYSTEM" would be used for piping
product from distiller to storage. It is also reviewer's impression that the quantity in system
for consideration will be negligible once the piping system process safeties are tested and
accepted.
U+ Response: - Confirmed. The stills as provided by Kothe are a USE -CLOSED
SYSTEM.
Correction #7: Sheet Al. 1 Callout the BOTTLING location. Will bottling need be considered
"USEOPEN SYSTEM" given the vapor release during process when piped into open
containers prior to capping? Explain how this process and "open quantities" work with
surrounding functions in the area designated.
U+ Response: - Bottling will occur in Production & Distilling Area [101] at a portable
bottling station where four 750 ml bottles are filled at a time. Distilled spirits are
piped from the storage containers into the bottles and then caps are applied
immediately. Bottling will not occur while the still is running; therefore the
hazardous liquid will remain below the Maximum Allowable Quantity for Control
Area 1 of our Hazardous Material Management plan.
Per IFC Table 5003.1.1(1), a USE -OPEN SYSTEMS has a Maximum Allowable
Quantity of 30 gallons for Class IB and IC flammable liquids. The total quantity of
(4) 750 ml bottles is less than the allowed 30 gallons in an "USE -OPEN SYSTEMS"

Correction #R: Discuss quantities for the storage & display of IB & IC flammable liquids once
bottled and boxed. The packaged spirits would require additional hazard storage control
areas only design has used all allowable by IBC Table 414.2.2.
U+ Response:
International Fire Code Section 5701.2 Nonapplicability:
"This chapter shall not apply to liquids as otherwise provided in other laws or
regulations or chapters of this code, including:
3. Quantities of alcoholic beverages in retail or wholesale sales or storage
occupancies, provided that the liquids are packaged in individual containers not
exceeding 1.3 gallons (5 L)."
Section 5701.2.3 Nonapplicability notes that individually packaged spirits are
exempt from requiring additional hazardous storage.
Correction 9: Sheet A2.0 Building shell is designed for non -separated uses. Verify shell
work provides design 1 hour FR for Scratch perimeter separation or upgrade needs be
required.
U+ Response: A 1 -hour fire rated partition constructed to meet the requirements
of UL DES U419 will be constructed for the perimeter separation and has been
confirmed with the building shell architect (Johnson Architecture & Planning LLC)

reiterate the expected rating of the perimeter wall.
Correction #10: Sheet A2.01A2.1 Show how exhausted enclosures meet prescription of IFC
5003.8.5
a.... must be non-combustible,
b. ...must operate at a negative pressure in relation to surrounding area.
U+ Response: Added Keynote 2 on A2.0 and A3.0 to note exhausted enclosure
construction.
Note 2:

Correction #11: Show how meet prescription for spill control and secondary containment of
IFC 5004.2 where tanks >55 gallons (CA2, CA3, CA4,...)
U+ Response: Per IFC 5004.1, storage of hazardous materials in amounts not
exceeding the Maximum Allowable Quantity per control area as set forth in Section
5003.1 shall be in accordance with Sections 5001 and 5003. Distilled spirits at
Scratch Distillery are stored in control areas where the quantity of spirits does not
exceed the Maximum Allowable Quantity and therefore will do not require spill
control and secondary containment of IFC 5004.2.
Correction #12: Show how meet prescription for hazard signing and labeling of IFC 5704.2.3
a. Labeling tanks >100 gallons,
b. "No smoking or open flames".
U+ Response: All stills and tanks are specifically manufactured and UL listed with all
required hazardous material signage applied by the manufacturer. Spirit tanks with
more than 100 gallons (379 L) in capacity will be labeled with a placard identifying
the tank contents and they shall be in accordance with NFPA 704. Additionally,
signs will be clearly posted in each control area that prohibits any open flames and
smoking.
All hazardous warning signs shall comply with Section 5703.5 and will be
constructed of a durable material. Signs warning of the hazard of flammable liquids
shall have white lettering on a red background and shall read: DANGER—
FLAMMABLE LIQUIDS. Letters shall not be less than 3 inches (76 mm) in height and
1/2 inch (12.7 mm) in stroke.
Correction 13: Sheet A2.0 & A5.0: Where fire -rated (pedestrian) assemblies will remain
desirably held open when not in use during business hours, provide building fire alarm or

spot-smoke detection controlled opening protectives per NFPA 80. Consider doors 101C,
102, and 103. IBC 716.5
U+ Response: Per Federal Alcohol and Tabaco Tax and Trade Bureau (TTB) and
Washington State Liquor Control Board requirements, doors from common areas
and patios must remain closed and may not be held open.
Correction #14: Building fire sprinkler and fire alarm modification permit required for
interior notification and hold -open installations where applied from #11, above. IFC
907.5.2.7.
U+ Response: The fire sprinkler and fire alarm sub -contractors (Alliance and Fire
Protection, Inc, respectively) coordinated by Wilcox Construction will obtain
required permits for sprinkler and alarm modifications.
Correction #15: Sheet A5.0: Overhead coiling doors 107, 108, 109 may "activate" by
integral fusible link or spot/building smoke detection.
U+ Response: Doors will be activated by an integral fusible link. Door schedule
updated to reference activation method.
Correction #16: Sheet A6.1: Detail 13
a. Recessed enclosures may require fire rating at some location(s).
b. Fire extinguisher minimum rating at 2A:20B:C or greater.
U+ Response: A minimum rating of 2A:20B:C was noted on the fire extinguisher
detail call -out. The Recessed Enclosure located in Production and Distilling Area
101 is installed in a partial -height, furred -out condition that is adjacent to the 1 -
hour fire rated tenant separation wall and does not penetrate the fire -rated
assembly (refer to detail 13/A6.1)
Additional Design Changes from the 9/11/2014 submission:
1. Deletion of skylight at Room 101.
2. Rearrangement of rooms 104,105 & 106.
3. Revision of trench drain locations and sloped -floor per at Room 101 (By Landlord)
4. Addition of roll -down grill/door 101B and partial -height glazed area -separation per
Federal Alcohol and Tabaco Tax and Trade Bureau (TTB) regulations.
5. Addition of W-2 Window (1 -hr rated) at Room 101
6. Sink and Casework revisions at Work Area 103 per Snohomish County Health
Department.
