2019 Sewer Replacement ROW Permit Application.pdfLANDAU ASSOCIATES June 1, 2018 City of Edmonds 121 5t" Avenue North Edmonds, Washington 98020 Re: Right -of -Way Construction Permit Application City of Edmonds 2019 Sewer Replacement Project Edmonds, Washington Dear Permitting Staff: Landau Associates is requesting review and approval of the attached right-of-way (ROW) permit application and traffic control plan for the City of Edmonds proposed 2019 Sewer Replacement Project. Ed Sibrel is the City's project manager for this project. We plan to advance eight (8) shallow auger borings at the locations shown on the attached figures to evaluate the subsurface conditions along the project alignment. We have tentatively scheduled drilling for June 11 through 13, 2017. Drilling will occur between approximately 7:00 a.m. and 6:00 p.m. Google Earth figures are attached which show the approximate work locations. The actual locations of the borings may vary somewhat as their final positions will be determined based on underground utility checks, which will be conducted prior to drilling. A truck- or track -mounted drill rig equipped with hollow -stem auger will occupy each of the work locations for approximately 2 to 3 hours. State licensed traffic control flaggers, along with appropriate traffic control devices will be provided when the drilling activities impact traffic. Traffic control devices will include standard "Road Work Ahead," "Left Lane Closed Ahead", "Be Prepared to Stop" signage, traffic channelization cones, and other traffic control devices, as appropriate. The borings will be located in the paved roadway area or in the adjacent parking strip or road shoulder. See the attached traffic control plan for details. Boring for which traffic control plans are not provided will be conducted in the shoulder areas of very low volume streets. For these borings, cones will be placed around the work zone. Hard surficial materials (i.e., asphalt or concrete) will be cut with a 12-inch diameter coring machine to allow for drill cuttings to exit the approximately 6-inch diameter boring while minimizing potential damage to surrounding pavement. In these locations, rapid -set concrete will be used as a patch. Excess soil cuttings will be hauled away and properly disposed of offsite. While we cannot precisely determine boring locations at the time of ROW application, we will make every effort to avoid locating borings in the traffic wheel paths. We will have an emergency spill kit available during the drilling activities in the unlikely event of a petroleum leak or spill. We look forward to working with you and your designated staff during this and later phases of the project.
