Current pre- liminary proposal appears feasible, and a detailed proposal is expected from applicant's engineer for final review and resolution of this problem, This review is being coordinated with the Fire Marshal for fire flow requirements and hydrant location. Preliminary engineering requirements previously submitted are modified to include concrete curbs, gutters, 5 foot sidewalks, with curb cuts to be noted on drawings as 17 feet at south entry and the remaining 2-way accesses noted as 20 feet, One-way parking aisles to be marked with signs at access points and with arrows painted on aisle pavements. Engineering has reviewed this submittal of parking layout and radii with the Fire Marshal and have found them to be adequate except as noted above. Final plans and documents will be reviewed by Engineering for conformance with City Engineer's requirements and recommendations of applicants consultants as received by City to date and as modified during our interim reviews, It is sufficient for now to note that we agree that the applicant has demonstrated feasibility of this project up to this point. There are some minor corrections on storm drainage which are subject to review at application for building permit. An alternate plan was received for developement of the property to include 16 units. Since we received this after we completed our review of the 15-unit configuration, and since applicant did not submit a drainage plan for. the 16-units, we therefore reviewed the second submittal for parking only and found parking to be adequate. EXPLANATIONS FOR THE ENVIRONMENTAL CHECKLIST • 0 ) Earth Through development of surface soils for foundation excavation, house construction, underground utility systems, and road/parking construction, it is expected that soils will be moved as is necessary for approved site development. Some compaction of soil is expected to occur as a result of ground surface clearance by on -site machinery. Before lawns and other replacement vegetation is planted, there will be an increase in erosion of disturbed areas, but this will be of a temporary nature. Mitigation will actuate with the installation of temporary (during construction) siltation removal devices (hay bales) and conventional permanent pollutant control devices. (2) Air Diminished air quality,'due to initial construction equipment and resultant site traffic, will have a minimal effect on area air quality. The long term air quality impact of the proposal would probably be related mostly to increased vehicular traffic to and from the site. During construction, objectional odors may be encountered with street paving and/or roof surfacing. (3) Water • Water run-off,occurring subsequent to surface clearing and home/road installation, is due to increase approximately 30 percent. An internal retention system will help to dissipate the run-off while providing oil separation prior to release off -site into the area drainage system. (4) Flora The clearing of the near total coverage of undergrowth and second growth evergreen/ alder/maple will reduce flora present. Approximately 50 percent of the site will be cleared, along with the planned roadway and parking areas. An intensive landscaping plan is proposed to re-establish a vegetative atmosphere representative of the area. It should be noted that perimeter vegetation will be retained where possible. (5) Fauna Approximately 90% of the native wildlife will be eliminated as a result of this development. The introduction of domestic pets, as well as construction and resultant establish- ment of human population, will prevent most fauna from returning to the site. (6) Noise Construction activities will result in a temporary noise increase on the site. Movement of trucks and other heavy machinery will create a short-term source of annoyance to residences adjacent to the property as well as along haul routes, islimited to normal working hour">s VENED F rev 151980 Ti I III.
