Please resubmit 3 copies of the revised civil drawings and associated documents with a written response to each item to an Engineering Technician. Review 1 – April 7, 2008; Review 2 – May 27, 2008; Review 3 – July 3 and 9, 2008 Engineering has redlined the requirements listed in Item A on the existing plans per a meeting between the Applicant, Engineering, and the Development Services Director on July 3, 2008. If the storm design is adequate (see item 4 below), Engineering will provisionally complete the review, and Applicant will agrees to resubmit drawings noting the changes below. A. New Items: The Site Plan does not match the Civils in several respcts: i. The driveway does not match between the civils and the site plan. ii. The driveway on the site plan is supported by a keystone block wall. All retaining walls that support surcharges are required to be designed by a licensed engineer. If this wall is of the same design / material as the Redi-Rock wall proposed further north, please note as such on the site and civils. Engineering notes that structural review of the Redi-Rock wall(s) have been deferred. iii. ECDC 18.80.060B(2), driveway approaches through the property lines shall be perpendicular to the adjacent road. iv. There appears to be a utility pole on the site plan that is not on the civils. Engineering has been advised that the pole will be moved / removed. Please note as such on both sets of drawings. v. Designs and drawings received from J.C. McDonnell will be for reference only. Approved drawings must be stamped and signed by the engineer. 1.OK. See item #2. April 7, 2008: Existing grading quantities exceed 500 cubic yards and trigger a SEPA determination. May 27, 2008~~Engineering is unable to determine method used to recalculate grading quantities. Calculations appear to only include foundation excavation and not include site work for landscaping, debris wall, driveway, etc July 3 and 9, 2008~~Engineering notes that grading will be supervised by an onsite geotechnical engineer. Be advised that if said engineer determines that the required overexcavation will exceed 500 cubic yards, an immediate SEPA filing will be required and no further work onsite will be allowed until a determination is made. 3.OK. 3.1. OK 4. April 7, 2008: Drainage plan is adequate per ECDC 18.30, however ECDC 19.10.030(F)(1) specifically requires drainage calculations to accompany drainage design. May 27, 2008~~Written reply dated April 21, 2008 read: “Drainage calculations are shown on civil sheet 2 of 3.” No calculations are shown on that sheet. The intention of ECDC 19.10.030(F)(1) is to have the drainage designed by a licensed engineer, and that the City of Edmonds standard handouts used in the Storm Drainage Study dated February 1, 2007, from which the drainage designs were extracted, are not an adequate substitution by themselves for an engineered system. In this case, this requires the submittal of calculations that show the design does indeed limit the peak rate of runoff to the predeveloped condition two-year, 24-hour design storm, while maintaining the predeveloped condition peak runoff rate for the 10-year, 24-hour and 100-year, 24-hour storms. July 9, 2008~~The storm water consulting engineer has found that a portion of the proposed drainage design stores runoff at the 100-year developed condition, and releases at the 25-year predevelopment rate. This is incorrect. The storm system should release at the 100-year predevelopment rate.
