9430 216th St SW - Marvin.docx October 30, 2019 Todd & Christine Marvin9430 216th St SWEdmonds, WA. 98020 Case: # COD2019-0134 Subject property: 9430 216th St. SW., Edmonds, WA. 98026 Dear Mr. and Mrs. Marvin, The City has received a complaint regarding recent alterations to the pervious and impervious surfaces at the subject property. A recent inspection was made and it appears an impervious driveway was being installed and possible recently poured concrete, creating an impervious surface. The concern is that additional impervious surfaces could adversely affect storm water runoff. Please see enclosed photograph. The Edmonds Community Development Code (ECDC) addresses this type of issue as follows: ECDC 18.030.000. A. To set forth standards for managing stormwater runoff from construction and development sites to minimize: 1. Degradation of surface water quality by controlling the scouring and sedimentation of creeks, streams, wetlands, ponds, lakes, other water bodies. 2. Degradation of groundwater quality. 3. Damage to adjacent and other downstream private properties from erosion or other impacts from stormwater runoff. 4. Damage of city-owned parcels, city roads, rights-of-way and associated infrastructure. ECDC 18.030.000 Impervious surfaceā€¯ means a nonvegetated surface area that either prevents or retards the entry of water into the soil mantle as under natural conditions prior to development. A nonvegetated surface area which causes water to run off the surface in greater quantities or at an increased rate of flow from the flow present under natural conditions prior to development. Common impervious surfaces include, but are not limited to, roof tops, walkways, patios, driveways, parking lots or storage areas, concrete or asphalt paving, gravel roads, packed earthen materials, and oiled, macadam or other surfaces that similarly impede the natural infiltration of stormwater. Open, uncovered retention/detention facilities shall not be considered impervious surfaces for purposes of determining whether the thresholds for application of minimum requirements are exceeded. Open, uncovered retention/detention facilities shall be considered impervious surfaces for purposes of runoff modeling. Outdoor swimming pools shall be considered impervious surfaces in all situations. In addition, lawns,landscaping, sports fields, golf courses, and other areas that have modified runoff characteristics resulting from the addition of underdrains are to be considered impervious surfaces. Corrective Action Required: Please submit a site plan to the City showing all impervious surface areas constructed or proposed to be constructed on the site.  It should be stated that stormwater management is required when the new/replaced impervious surface meets or exceeds 2000sf.
