The site is zoned Downtown Business (BD2). ' Before 1 can continue to process the application, the following additional information and clarification is required: 1) The application identifies PHH, LLC as the property owner. The `Property Owner's Authorization' portion of the application is signed by Rick Wurdeman but there is no indication that he is the owner or is authorized to sign for PHH, LLC. Please clarify Mr. Wurdeman's ability to sign for PHH, LLC through a letter authorizing or the like. 2) Staff has already indicated that the proposed signage does not meet criteria for approval regarding internal illumination through review of building permit BLD -2008-0871 and requested corrections to that permit submittal. While the signs could be approved in the locations proposed without internal illumination (or even by lighting the signs using external illumination), interior illumination is not allowed in BD2 above 14' and, when used, it must light only letters, not the background of a sign face (ECDC 20.60.020.M.2 and M.5). To take this package to the Architectural Design Board, please submit a narrative describing how the proposed signage meets the criteria established in ECDC 20.60.015.B.1. 3) The elevations submitted indicate the height of the signs being measured from what looks to be the bottom edge of the first floor of the structure. According to 20.60.020.J.1, "for attached signs, sign height is the vertical distance from the highest point on the sign to the finished grade." As a result, please show the height of the signs as recalculated from the finished grade, the sidewalk in this case. For the sign on Dayton Street, project a vertical line down from each end of the sign installation to the sidewalk and calculate an average elevation using the elevations of those two points. Measure the height of the proposed Dayton Street sign starting from that average elevation. Indicate the 14' level in addition to the recalculated maximum as proposed. For the sign on the western fagade, calculate the height of the sign from the elevation at the Dayton Street sidewalk where it is perpendicular to the western fagade of the building.
