During review of the subject submittal, it was found that the following information, corrections, or clarifications need to be addressed. Please respond to the following items, so that the review can be completed: Plot plan: 1. The plot plan submitted with the application materials is not an accurate depiction of the property at 1101 A Avenue. According to the Snohomish County Assessors webpage, the legal description for the property is: YOSTS 1ST ADD TO EDMONDS PLAT OF BLK 008 D-01 - W 52.5FT OF LOT 10 According to the Plat of Yost’s First Addition to Edmonds (Attached), Lot 10 is 120 feet by 125 feet (the west 52.5 feet of is the subject property). So given the legal description and the Plat of Yost’s First Addition to Edmonds, the property at 1101 A Avenue is 120 feet by 52.5 feet, not 135 feet by 64 feet as depicted on the plot plan. The parcel layer shown on the enclosed map is derived from legal description. Please revise the plot plan to more accurately depict the property lines. Setbacks: 2. The subject property is zoned RS-6 (Single-family residential). Setbacks for RS-6 zoned property is outlined in ECDC 16.20.030 and are as follows: Zone Minimum Street Minimum Side Minimum SetbackSetbackRear Setback RS-6 20 feet 5 feet 15 feet 1101 A Avenue is a corner lot, which means it has street setbacks from Fir Street and A Avenue right-of-ways and side setbacks from the eastern and southern property lines. Going off the legal description and the parcel layer, it appears that the house and the existing deck are located within the proscribed zoning setbacks. Measuring from the aerial photo (Attached) it appears the existing deck is approximately 10 feet from the northern property boundary (and the Fir Street right-of-way) and the existing residence is approximately 16 feet from the western property boundary (and the A Avenue right-of-way). Pursuant to the City’s nonconforming structure regulations in ECDC 17.40.020, the deck may be maintained or repaired, but cannot be expanded in anyway that would increase the nonconformity. The application materials indicate that you are proposing to expand the deck; this would increase the nonconformity and is not allowed pursuant to ECDC 17.40.020. Since the deck is located within the setbacks, the deck can only be replaced if the replacement deck is exactly the same as the existing deck with regard to location and materials. Please revise the plans so that the replacement deck is in the exact same location as the existing deck. If you have any questions, feel free to contact me at 425.771.0220 ext 1223.
