The original permit was issued in 2004 and a subsequent permit (BLD2006-0498) was issued in 2006. The 2006 permit was renewed in 2008 (BLD2008-0489). The 2008 permit expired in 2009. Then a new permit (BLD2009-0540) was issued to cover the work begun under the previous permits. The last inspection that was completed on the project was in October of 2007. The municipal code allows permits to be extended for an additional year provided a valid inspection has been completed. The City Council, in response to the economic environment, provided a temporary waiver of the progress inspection provided there is "reasonable cause unrelated to the neglect or fault of the permittee as to the reason work has not started on the project, and an estimated date by which work will begin." Your request does not provide a time certain by which the work will commence on the project.. I can appreciate the difficulties the current economy creates, however, this project and the lack of progress pre -dates the current economic downturn. That said I am willing to honor a reasonable request for extension, provided the required fees are'paid as specified by ordinance. I am not in a position to `waive' the payment of the fees. The extension approval must be based upon a date when the work will begin, without this commitment an extension would not be realistic. This project has always been intended to be my personal residence that I would grow old in. It happens to be in the same neighborhood I grew up since 1956 and the same neighborhood that my Dad still owns the home I lived in since 1956. It is also the neighborhood that both my son, and my daughter and son-in-law own homes in currently. I purchased this home back in `03 and started a small remodel project in `05 that now has turned into a major remodel. This home currently has no windows, is stripped down to the studs, but is shroud with house wrap and has a beautiful new 50yr roof. Over the past 4 years I have spent in excess of $200,000 out of pocket, put into this home thus far. However, like so many others in this country, the last 2 years has set me back financially and devastatingly. Last year alone, my income dropped by over 90V The first quarter of last year I stopped all construction, as I knew how fast I was running out of money and there was very little I could do to turn things, that were out of my control, around. As I humbly write this letter, I want to add that when my permit expired last August, I asked the city officials if there was any reprieve for my situation with regards to my building permit. Unfortunately I was met with no consideration or exceptions as to any options available, other than to start over with filling out a brand new permit. I remind you that I was already running out of money, and honestly wasn't sure how I would even meet my minimum requirements to live with just the essentials of food and shelter. I was required to pay a couple thousand dollars or face penalties and fines, and who knows what else. I now understand that I am required to have all required inspection approvals, or extend the permit another year, pay the fees and state a date that I will be completing this project before the next expire date. Thus, it brings me to this letter. I am told you are the new city of Edmonds building official and that you are very fair and ethical. I am refreshed to hear this, especially being a lifetime Edmonds resident and long time Edmonds real estate Broker, who in the past has had many dealing with the planning and building department here in Edmonds, both personally and in representing many of my clients. Although my business has picked up the past six months, I am still reeling from my financial setbacks and actually facing possible foreclosure. However I am doing everything possible to work out an equitable resolution with the lenders. We are faced with an unusual set of circumstances in that it cannot be re -financed, appraised, (I'm fortunate to still have it insured), and really doesn't represent much value as is. If .I can get resolve with the lenders, I plan on moving forward to fulfill my dream, but as you might expect, it will require a considerable amount of additional funds. Since there is not a bank in the country that has a program available to fund a project in this condition, nor would they be able to justify a market value even close to what is invested based on the locale in the Lake Ballinger area of Edmonds, it will take cool, hard cash.....Lots of it! No one can possibly realize the value here other than myself, due to my history here, not to mention the personal family investments made here as well. I have enjoyed much financial success in my past, and certainly am optimistic for the future, I'm just not sure like most of us, just how long the real estate market or even the local, national, and global economy will take before moving steadily towards recovery. As a result, I don't know how much cash will be available, nor when I might complete this project.
