Inspection and testing began on August 24, 2011 and was completed on September 12, 2011 (see HWA field Reports FR -014 through FR -023). Work involved verification of wall bearing soils, removal and replacement of loose and/or organic subgrade with structural fill, and assessing compaction of wall backfill material. All inspections and tests performed during wall construction were reported according to the requirements and, to the best of our knowledge, the work was in general conformance with the approved plans, specifications and RFI's, except as otherwise noted in the field reports. The conclusions drawn from our observations apply to the work with respect to wall construction. We cannot provide advice, opinions, or conclusions relative to site work which we have not observed. Please call the undersigned at (425) 774-0106 if you have any questions or concerns. Sincerely, HWA GeoSciences Inc Steven E. Greene, L.G., L.E.G. Some of the soils exposed consisted of a very dense native glacial till that was suitable for it's intended use. However, several areas consisted of a very loose silt with trace gravel. Probe penetrations in those areas were up to 2.5 -feet. I called Steve Greene with HWA for additional input on what the maximum over -excavation should be. It was decided, that due to the wall height, a maximum of 1 -foot over -excavation would be adequate, compact soils at this elevation if necessary and add compacted crushed rock. Over -excavated areas are detailed below: Area 1: Station 108+70 started the over -excavation that tapered to minus 1 -foot at 108+40, the 1 -foot over -excavation continued to 108+10. Area 2: There was a step up in the wall grade starting around station 108+10, this area was over -excavated starting at minus 1 -foot and gradually returning to grade at station 107+90. ' Area 3: 1 -foot over -excavation between 107+60 to 107+22. Area 4: Between approximate stations 107+10 to 107+17, during over -excavation, a root was uncovered and required additional over -excavation of approximately 8 -inches in a 2 -foot area. The contractor indicated that they probably would not get around to starting the excavation for the wall today but would need densities on the wall between stations 107+10 to 109+00.- I then went to observe the current progress being made on the construction of the modular block wall on the south side of 74th Ave W between approximate station 107+10 to 109+00. The contractor had Gravel Borrow backfilled to the 6th block lift. The Gravel Borrow was being compacted using a jumping -jack compactor and a Hoe-Pac. There was not enough material in place to perform nuclear density testing. I inspected the compaction of the Gravel Borrow using a 1/2 -inch diameter, T -Handle probe. Probe met refusal after an average of 2 -inches of penetration indicating the material is compacted sufficiently. The contractor indicated that they would have enough material in place to perform nuclear density testing this afternoon. I left the site at 10:30AM. I returned to the site at 3:30PM to perform nuclear density gauge testing on the Gravel Borrow backfill for the modular block wall on the South side of 74th Ave W between approximate station 107+10 to 109+00. The contractor had placed Gravel Borrow to approximately minus 1 foot below finish grade for the material for the wall. According to the contractor, the Gravel Borrow was compacted using a jumping -jack compactor and a Hoe-Pac vibratory compactor. The Gravel Borrow was tested for compaction using a nuclear density gauge. Density testing showed that this lift had exceeded the minimum compaction of 95 percent of the maximum dry density. Nuclear density gauge testing was performed on the Gravel Borrow backfill for the modular block wall on the South side of 74th Ave W between approximate station 107+10 to 109+00. The contractor had placed Gravel Borrow to grade for the wall. According to the contractor, the Gravel Borrow was compacted using a Hoe-Pac vibratory compactor. The Gravel Borrow was tested for compaction using a nuclear density gauge. Density testing showed that this lift had exceeded the minimum compaction of 95 percent of the maximum dry density. On my second site visit, I used a 1/2 -inch diameter, T -Handle probe to assess the suitability of the native soils being used as wall subgrade between stations 108+70 and 110+50. Soils consisted of a dense native, grey till and probe penetrations were between 0 to 1.5 inches. Material will be suitable for wall support. Probe penetrations were from 0.5 to 1 inch indicating that the native till will be adequate for roadway support. While on site, Chris Monson with Trimaxx Construction showed me a few areas on the bank of the east side of 74th Avenue West north of approximate Station 116+50. Soils making up several areas of the slope appeared unstable as they were sloughing off the bank. I called Jaime Hawkins with the City of Edmonds and informed him of my concerns. When Mr. Hawkins arrived on site, I showed him the areas and he requested that Bryan Hawkins of HWA make a site visit to assess the slopes.
