During review of the subject resubmittal, it was found that the following information, corrections, or clarifications need to be addressed. Please respond to the following items, so that I can complete my review: New comments are in red. Security Fence 1.:Comment addressed. Landscaping Plan 2.: The proposal includes modifying and adding some landscaping within the parking lot and donation area. Please provide a landscape plan consistent with the requirements of Edmonds Community Development Code (ECDC) 20.13.010 (http://www.mrsc.org/mc/edmonds/Edmonds20/Edmonds2013.html#20.13). Thank you for submitting a landscape plan. The site plans indicate that 75 parking spaces will be provided at the Goodwill site. ECDC 20.13.030.E.1.c provides the following guidance on the amount of Type V landscaping that is required in parking areas: If the parking area contains more than 50 but less than 100 parking spaces, the director – or his designee – shall determine the required amount of landscaping by interpolating between 17.5 and 35 square feet for each parking stall proposed. The area must be landscaped as described in subsection (E)(2) of this section. Since 75 parking spaces is the midpoint between 50 and 100, 26.25 square feet of landscaping (the midpoint between 17.5 and 35 square feet) is required for each parking space; which results in 1968.75 square feet of Type V landscaping being required for the parking area. The site plan indicates that parking lot area will provide 780.52 square feet of landscaping (including the two areas of Type II landscaping on both ends of the donation area). This is well short of the required landscaping; however, there appears to be some opportunities for improving the landscaping and bringing the amount closer to that required by ECDC 20.13.030.E.1.c within the reconfigured areas of the parking lot. Where the three ADA stalls are being added, there are a couple of areas that landscaping could be added directly to the west of these stalls and the area south of the regular parking stall in this area. Additionally, there appears to be a couple of areas where landscaping could be added in the reconfigured parking area just west of the donation drop off area. These areas are highlighted on the attached portion of the site plan. Please revise the landscape plan to provide some additional Type V landscaping in these areas. Also, a landscape maintenance bond is required according to ECDC 20.13.040. Please submit and itemized cost estimate for the landscaping associated with this project. The required maintenance bond with be for 15% of this estimate. Signs 3.: Please note that a separate sign permit will be required for proposed signs on the site. The subject property is located within the BN zone which pursuant to ECDC 20.60.025 is allow a maximum total permanent sign area of one square foot of sign area for each lineal foot of wall containing the main public entrance. The length of the wall containing the main public entrance is 144 feet, which would allow a maximum of 144 square feet of sign for the site. The boxed cabinet sign shown on the elevation views is 120 square feet. That would leave 24 square feet for other signage on the site. Also please note conditions to internally illuminated signs in the BN zone contained within ECDC 20.60.020.M (http://www.mrsc.org/mc/edmonds/Edmonds20/Edmonds2060.html#20.60.020).Comment still applies. Applicant acknowledged that a separate sign permit is required. Feel free to contact me if you have any questions.
