Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to a permit coordinator. City of Edmonds handouts,standard detailsand development codecan be referenced on the City website. GENERAL: 1.Please provide a cover sheet that shows the existing and to be removed structures along with erosion control measures & easement areasand another plan sheet specific to utilities. Easement boundaries should also be shown on the utility plan sheet, but reference to specific recording docs can remain on the cover sheet. 2.With the previous building permit application, aSanitary Sewer Easement Release and Easement Grant Agreement was recorded againstthe property –AFN 201205110112.The grant of the new easement included language about the building being located upon the easement. Another Sanitary Sewer Easement Release and Easement Grant Agreement will need to be recorded against the property establishing new easement language specific to the proposed development and excluding language that indicates construction upon the easement. The new easement will need to maintain the easement for access that was recorded under this agreement. Please submit a draft easement for City review. As previously discussed, the easement will need to be recorded prior to final occupancy approval. 3.Please lighten the hatching of the driveway area as shown on all plan sheets to make it is easier to see the utility systems and pertinent information. 4.Revise approval block to state “City Engineering Division” instead of “City Engineer”. 5.Submit 3 copies of a revised drainage report that specifically addresses the proposed development in the narrative. 6.Storm tightline systems and retaining wall are shown to be crossing the sewer easement. This infrastructure is not permitted to bewithin the easement unless a separate encroachment permit is approved allowing such. Please refer to City handout E26 and submit an application and associated documents accordingly. C1 –SITE DEVELOPMENT, DRAINAGE AND UTILITY PLAN 1.Remove the structures that are noted as to be removed on the cover sheet. 2.Revise construction sequence notes to be consistent with the example provided below. 3.Revise the note “Proposed 3’ private drainage easement on Lot 7 (typ)” to specifically reference the recording number for this easement. C2 –SEWER AND WATER PLAN 1.Remove the structures that are noted as to be removed on the cover sheet. 2.TESC measures can be removed from this plan sheet. 3.Lighten storm system lines and darken proposed sewer system infrastructure. 4.Please relocate water meter to the back of the sidewalk. 5.Reference and incorporate into plans City standard detail E6.1 for sewer manhole channeling. 6.Include reference to Kosnik Engineering for potential loading on sanitary sewer system. 7.Clearly show existing sanitary sewer easement boundaries and note the requirement to record a new Sanitary Sewer Easement Release and Easement Grant Agreement prior to final occupancy approval. 8.Add notesto plans that clearly indicatefootings are to be constructed outside the boundaries of the sewer easement. C3 –TRAFFIC CONTROL PLAN nd 1.Show limits of the existing pavement section on 2Ave. 2.Show parking area on Sunset Ave. nd 3.Confirm that a minimum 10-foot travel lane on 2and Sunset can be maintained with a one- lane closure. 4.Show sidewalk closure signage. A-1 SITE PLAN 1.Call out top of wall and finished grade elevations. 2.Clearly show easements and provide reference to recording numbers, including the easement that is to be revised prior to final project approval. 3.The water meter shall be shown at the back of sidewalk. 4.The Existing Site Plan shall reference the current sanitary sewer easement recording document. 5.The New Site Plan shall include the access easement. 6.The New Site Plan indicates the rockery extends over the sewer easement. The location of the rockery differs on the civil plan sheet in that it shown at the edge of the sewer easement. Please confirm location of the rockery. ECDC 18.40.020 prohibits rockeries from being located within City easements. A retaining wall could potentially cross the easement, if approved through the encroachment permit process. Please refer to General Item #6 above. Page 2of 3 CONSTRUCTION SEQUENCENOTES 1. SCHEDULE A PRE-CONSTRUCTION MEETING WITH CITY ENGINEERING DIVISION AT 425- 771-0220, EXT. 1326.TWO DAY (48 HR) NOTICE IS REQUIRED. 2. REVIEW TEMPORARY EROSION AND SEDIMENT CONTROLNOTES. 3. CALL FOR UTILITY LOCATES. 4. INSTALL TESC MEASURES AND MAINTAIN DUST CONTROLWHILE PREVENTING DISTURBANCE OF ANY AREAS OF VEGETATIONOUTSIDE THE CONSTRUCTION ZONE. 5. HAVE EROSION CONTROL MEASURES INSPECTED BY CITY OF EDMONDS CITY ENGINEERING INSPECTOR. ALL TEMPORARY SEDIMENTATION AND EROSION CONTROL MEASURES MUST BE IN PLACE AND INSPECTED PRIOR TO ANY CONSTRUCTION OR SITE CLEARING. EROSION AND SEDIMENTATION CONTROL PRACTICES AND/OR DEVICES SHALL BE MAINTAINED UNTIL PERMANENT VEGETATION IS ESTABLISHED. 6. DEMOLISH EXISTING STRUCTURES 7.ROUGH GRADE SITE AS REQUIRED TO INSTALL DRAINAGE FEATURES. 8. CLEAR, GRUB & ROUGH GRADE SITE. REVEGETATE DISTURBED AREAS NOT SUBJECT TO ADDITIONAL SURFACE DISTURBANCE IMMEDIATELY AFTER ROUGH GRADING. (OTHER EXPOSED AREAS SHALL BE STABILIZED PER EROSION CONTROL NOTES BELOW) 9. INSTALL UTILITIES AND OTHER SITE IMPROVEMENTS, INCLUDING FRONTAGE IMPROVEMENTS. 13. STABILIZE AND COMPOST AMEND ALL EXPOSED SOILS PRIOR TO REVEGETATION OF ENTIRE SITE. 14. ESTABLISH LANDSCAPING AND PERMANENT VEGETATION. ALL TEMPORARY EROSION CONTROL MEASURES SHALL BE REMOVED UPON FINAL SITE STABILIZATION AND APPROVAL BY CITY INSPECTOR.
