Changes include an updated window box on 3rd floor condo unit at the southwest corner of the building; new siding to replace vinyl in several locations but primarily on the east fagade facing 5th Avenue South; a new front door at 5th Avenue; and, improved entries on the north and south sides of the building. site is zoned Multiple Residential (RM -1.5) and designated Multi Family — High Density in the Comprehensive Plan. The proposal is reviewed against the General Urban Design Objectives contained in the Comprehensive Plan and the criteria in ECDC 20.11.030. Analysis 1. Comprehensive Plan Compliance a. Goals, Policies and Objectives. The proposal satisfies the intent of following goals, policies and objectives of the Comprehensive Plan: i. Building Fagade -"Improve the visual and physical character and quality of Edmonds." (page 98) The updated entry door and cedar shake siding on the east fagade at 5t" Avenue will improve the visual character of the building in that location (Attachment 1). The inclusion of cedar shake and hardiplank on a portion of the south fagade will add visual interest in that location (Attachment 2). 2. Edmonds Community Development Code (ECDC) Compliance a. ECDC 20.11.030.A— Building Design The proposed cladding updates use colors that are not excessively brilliant and will add additional materials to the facade (cedar shake and hardiplank siding instead of vinyl). b. ECDC 20.11.030.B —Site Treatment The proposed sidewalk from the existing entry drive on the north will improve access to an existing entry door in this area and eliminate the need to use steps. Bollard lighting is proposed for illumination (Attachment 3). Access to an existing south entry will also be updated (Attachment 3). Findings and Decision Based on the facts and analysis of this report, staff finds that the Seavue Condominiums proposal satisfies the applicable criteria and standards in the Comprehensive Plan and zoning ordinance as required in Section 20.11.020 ECDC. Therefore, the design of this project (File No. BLD20130603) is APPROVED. I have reviewed the application for compliance with the Edmonds Community Development Code.
