Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to a permit coordinator. City of Edmonds handouts,standard detailsand development codecan be referenced on the City website. Review 1–February 3, 2014 Review 1 REVISED –February 5, 2014 (revised to include traffic impact analysis comments) GENERAL 1.City staff reviewed the subject application as it was originally submitted with the building permit application. Knowing that the project layout has been revised, some comments may not be applicable and/or new comments may arise with future submittals. 2.Please provide an itemized engineers cost estimate, including units and unit prices,for both on- siteand off-site (right-of-way) improvements, including traffic control.The City recommends use of the King County Site Improvement Bond Quantity Worksheet. A bond is required to be placed for all right-of-way improvements. The amount of the bond will be based on 120%of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. TRAFFIC IMPACT ANALYSIS 1.Consistent withthe email sent on December 23, 2013, an independent fee calculation will need to be completedfor this project to determine traffic impact fees. ITE Land Use Category 842 (Recreational Vehicles Sales) is found in the ITE Manual, but has not been adopted into Edmonds Community Development Code 18.82.120. STORMWATER REPORT The following comments are provided from Jerry Shuster, StormwaterEngineer. Storm Drainage Report 1.Section IV, page 3 –The text should include what criteria were used to classify the site as a Category 2 Small Site project (I.e., how much new + replaced impervious area for the project?) 2.Section IV, Minimum Requirement #5, page 4 –Department of Ecology BMP T5.13 should be applied to all landscape areas not adjacent to the building, such as those planned for the parking lot. 3.Section IV, Minimum Requirement #6, page 5 –The text states that the site will replace more than 5,000 square feet of pollution generating impervious surface (PGIS). First, the report should give the exact amount of PGIS for the project.It should also state that Puget Sound is a “basic treatment” waterbody and a runoff treatment system is required. Lastly, include an appropriately designed runoff treatment system. The City would require these improvements to be located on private property. Also, the type of metal roof planned for the building may impact the type of runoff treatment needed, please specify. Also, per Section 5.6.2.1 of the Edmonds Stormwater Code Supplement, the outlet pipes of the catch basins in the parking lot shall have a downturned 90 degree elbow to restrict the outflow of oil and other floatables. 4.Section IV, Minimum Requirement #7, page 5. -The text states that the site will replace more than 10,000 square feet of impervious surface area. First, the report should give the exact amount of new + replaced impervious surface area for the project.Since the site is in a Direct Discharge Basin, the site is exempt from flow control (per Section 5.71 of the Edmonds Stormwater Code Supplement) if: 1)A quantitative offsite analysis as described in Small Site Minimum Requirement #10 is performed by the applicant and no unacceptable downstream issues are found, or 2) A quantitative offsite analysis as described in Small Site Minimum Requirement #10 is performed by the applicant and one or more unacceptable downstream issue is discovered. A plan is proposed by the applicant to mitigate for the unacceptable downstream issue and the mitigation plan is approved by the Public Works Director or designee. Also, a quantitative downstream analysis is required to ensure the existing system that outfalls to the Puget Sound is adequately sized for the drainage basin that includes this project. Page 2of 4 Storm Drainage Maintenance and Operations Manual 5.The report should include a maintenance plan for oil control elbows in the catch basins described in Comment #3, above.Also include O&M plan for the chosen runoff treatment required for the site. Source Control of Pollutants 6.No comments. SHEET C1.0 –TITLE SHEET 1.Please add utility purveyor information on this sheet. 2.Revise “the” in the section title “Notes to the Contractor”. SHEET C2.0–DEMOLITION AND EROSION CONTROL PLAN 1.Limit plan sheet to TESC features and notes only. Remove other storm line improvements that are tobe constructed as part of the project. 2.Remove TESC note #13. TESC measures are required on the entire site regardless of construction slopes. 3.Revise TESC note #17 to state “Contractor shall reinstate any areas that are …” 4.Revise Demolition note #5 to state Snohomish County PUD instead of Puget Sound Energy. SHEET C2.1–EROSION AND SEDIMENT CONTROL DETAILS & NOTES 1.Please revise/replace construction sequence with the sample construction sequence found on the City’s website or by following this link. 2.Replace silt fence detail with City of Edmonds Standard Detail E1.1 -also found on the City’s website or by following this link. SHEET C2.3–EROSION AND SEDIMENT CONTROL DETAILS & NOTES 1.Replace Construction Entrance and Storm Drain Inlet protection details with City of Edmonds Standard Details E1.2 and E1.3 respectively. SHEET C4.0–STORM DRAINAGE GRADING AND PAVING PLAN 1.Revise the storm pipe crossing in Admiral Way to show 2 –8” lines. 2.The existing catch basin in Admiral Way may need to be replaced with a larger catch basin to accommodate the new 12” diameter pipe. Please verify. 3.Please revise the location of CB #1 or CB #2 such that the storm pipe connection from private property to the ROW runs perpendicular through the property line and does not run at an angle under the sidewalk. 4.Revise the location of CB #6so it is not in such close proximity to the garbage enclosure. 5.Please verify that the storm line crossing through the 7-foot PUD easement is allowed per the easement agreement. Page 3of 4 6.The same storm pipe run from CB #3 to the SE corner of the building is not in a bold line type. It appears to be a new installation, in which case it should be bold. Please revise as needed. 7.Please remove the stormwater note “Port of Edmonds will provide detention and/or water quality if required”. 8.Review Asphalt and Concrete Paving Note #3 to state Right-of-Way Construction permit instead of Street Use. Right after ROW construction permit, revise the word “and” to state “any”. Please also strike the words “or state” from this sentence. There is not state ROW present at this location. 9.Please state the requirement for replacement of curb and gutter and installation of a 7-foot wide sidewalk consistent with City of Edmonds standard details provided on sheet C4.2. SHEET C4.1–STORM DRAINAGE DETAILS AND NOTES 1.Please replace herringbone grate detail with vaned grate detail. SHEET C4.2–PAVING DETAILS AND NOTES 1.Replace detail E2.26 with standard detail E2.27.2, which provides for a radius style entrance which may be a better fit with the proposed business and truck/trailer combinations. 2.Please revise the Irrigation Notes to also state “A separate irrigation permit must be obtained from the City Public Works Department. Prior to final acceptance provide the City Cross- Connection Control Specialist with a copy of the backflow test report. Test reports can be faxed to 425.744.6057 or e-mailed tolinda.mcmurphy@edmondswa.govBackflow testing will be required on an annual basis thereafter.” SHEET C4.3–PAVING DETAILS AND NOTES 1.Please note that the details provided on this plan sheet are for use on private property. SHEET C5.0 –SANITARY SEWER AND WATER PLAN 1.Please confirm sufficient clearance exists between the proposed sanitary sewer lateral and the water main in Admiral Way. 2.Please show the location of the water meter within the City right-of-way or include provisions for an easement to be provided to the City of Edmonds.
