Dear Mr. Hou: th Ihave reviewedyour March 27resubmittal forthe above building permit applicationfor the Planning Division,and it was found that the following information, corrections, or clarifications will need to be addressedbefore review can continue: Height Calculations: 1.Thank you for providing height calculations on the site plan; however, a few corrections to the height calculations need to be made. Please respond to the following comments regarding the height calculations: a.The datum point indicated on your site plan is awater meter within the sidewalk adjacent to the subject site, which will be disturbed duringconstruction. The point utilized as the datum, however, must be a stationary pointthat will not move during construction, such as a manhole cover, top of fire hydrant, catch basin lid, etc.Please identify anacceptable datum point on the site plan and provide its elevation. b.Pursuant to ECDC 21.40.030.B, the average level for the purposes of the height calculations is defined as follows: “‘Average level’shall be determined by averaging elevations of the downward projections of the four corners of the smallest rectangle which will enclose all of the building, excluding a maximum of 30 inches of eaves. If a corner falls off the site, its elevation shall be the average elevation of the two points projected downward where the two sides of the rectangle cross the property line.”Therefore, the western boundary of the height rectangle must be shiftedaway from the building sothat it excludes only30”of the portion of the trellis/eavesthat projects the furthest to the west.Please revise the boundaries of the height rectangle accordingly and update the elevations of the twoaffected corners of the height rectangle. c.The four original grade elevations utilized in the height calculations were slightly different than those indicated at the four corners of theheight rectangleon the site plan. When shifting the boundaries of the height rectangle as discussed above, please correctthe height calculations so that the elevations of the four corners of the height rectangle are the four numbers utilized for determining the average grade. d.After updating the calculations for the average grade, please make any necessary corrections to the elevations of the maximum allowed and proposedheights. Any changes tothe elevationsof the average grade, maximum allowed height, and/or proposed height must also be reflected on the building elevation views in addition to the site plan. e.The proposed height was indicated on the site planin inches instead of feet. Please make sure that the correct units are utilized when making the above requested changes. Landscape Plan: 2.Please address the following comments regardingthe landscape plan: a.You indicated that although Snohomish County PUD would not allow vegetation other than groundcover within 10 feet of the openingon the western side of the transformer, they would allow a shrub such as the buxus korensis proposed on the south side of the transformer to also be located on the north side of the transformer.Therefore, please revise the landscape plan to provide buxus Page 1of 2 korensis between the transformer and the walkway to the north in order to help screen the transformer when viewed from the north. b.The cost estimate provided with your resubmittal covered the cost of the plants indicated in theprior th .Once landscape plan, not those indicated on the revised landscape plansubmitted on March 27 the above change hasbeen made to the landscape plan, please provide a cost estimate for all labor and materials for installation of the landscapingindicated on the revised landscape plan.The estimate, however, is not required to include maintenance costs. This estimate will be utilized for calculation of the required landscapeinspection fee and maintenance bond. Please submit threecopies of your revised site plan (including one reduced copy) and two copies of any revised building plan sheets to a Development Services Permit Coordinator.
