From:John Westfall, Fire Marshal 425.771.0213 Subject:BLD 2014-0331 Salish Crossing 190 Sunset Ave The Fire Department provides the following comments and corrections in accordance with the 2012 International Fire Code and Edmonds Community Development Code Title 19 for change of occupancy from Mercantile to non-separated multiple use structure (A2, A3, F, M). Building was constructed in 1966. 1. A1.0 Site Plan a. Callout existing hydrants serving site. b. Callout vault location (scope replacement DCDA for existing single-check valve). c. Callout exterior sprinkler valve and fire department connection locations. d. Maintain access to sprinkler valve across NEW TRASH ENCLOSURE or relocate to emergency-accessible location. 2. A0.1 Building Code a. 1 PROJECT INFO: i. Change property address to 190 Sunset. (186 Sunset is building B.) b. 2 CODE AND EXITING: i. Outdoor Assembly areas are required free access to public way, all fences and gates surrounding area will require performance features to allow this. ii. Callout ART GALLERY occupancy load calculations. iii. Callout fire sprinkler riser room, providing adequate room for operations, maintenance and service (r=3’). c. 3 GENERAL NOTES: i. GENERAL: 2012Building Code. ii. DOOR HARDWARE: “…, except doors serving rooms or spaces with an occupant load of 50 or more in a Group A shall not be provided with latch or lock unless it is panic hardware” IBC 1008.1.10. iii. AREAS FOR EVAC ASSISTANCE (AFEA): “AFEA is not required when other accessible means of egress components are utilized continuous to public way”. IBC 1007.2 (Written fire and life safety plan is not required.) 3. A2.0 FLOOR PLANS a. Scissor security gates to tenant spaces shall perform as if for covered mall buildings IBC 402.8.8. b. A3.0 Elevations a. Post address visible from street on contrasting background at east elevation. 5. A4.0 Building Sections a. Section E-W show MAIN HALLs and Tenant Space 5 in view. 6. A6.0 Door Schedule a. Separated exit at rear of Tenant Space 5 (121 or 122) requires panic hardware. b. Tenant Space 3 and 4 require panic hardware at exterior doors (108, 110) c. Tenant Space 1 will require panic hardware at man door (see #8) d. Panic hardware door 123. 7. Sheets A0.1, A0.2, & A2.0, reconcile S-1 storage accessory space in ART GALLERY so all calculations are consistent. 8. Sheets A0.1, A2.0, & A6.0 Tenant Space 1 requires a door that is not horizontal sliding. 9. Sheets A0.1, A2.0, & A6.0 Tenant Spaces 1, 3, & 4 require one door that is panic hardware, 10. Provide exterior access to sprinkler riser room, collocate fire alarm controls, and provide FD Knox box installation (http://knoxbox.com ). 11. The necessity of Distributed Antenna System (DAS) for emergency responder mobile radio coverage requires assessment, evaluation and report. When radio signal strength is deficient, work will require building permit and approval to overcome deficiencies. Wired communications are not acceptable means of emergency communications. See IFC 510 for permit and technical requirements, system design, installation requirements and acceptance testing, when DAS requirement is determined. Fire marshal will conduct field test when walls and glazing are in place. 12. Fire Sprinkler Rehabilitation Report. Provide Level III sprinkler contractor evaluation of 48 year old fire sprinkler system addressing, for instance, sprinkler components, piping, seismic protection, branch line obstruction and sprinkler design for new tenant groups and recommendations for modification to meet proposed needs. At 50 years of age, considerable maintenance requirements and service costs will be required for building owner. Service upgrades at this time may also eliminate system maintenance costs required in 2016 and following. (NFPA 25 (2010) 4.1.5.2) 13. Provide exit sign locations and emergency lighting plan. 14. Callout fire extinguisher locations for shell. 15. Required permits/submittals include: a. Fire Connection Permit Callout Fire Connection Permit (FCP) on building plans for replacement of fire protection supply cross connection. Fire connection permit is required for the installation/replacement of backflow assembly for the fire protection. A Level III (WA) fire 2 sprinkler contractor/ installer must stamp the plans. The installer must be either Level III or Level “U” fire sprinkler contractor licensed by the State. Provide three copies of plans showing all valves, vault location, post indicating valve, fire department connection and all replacement equipment and materials used and their fire protection listings. RCW 18.160.070 / RCW 18.27.110 b. Callout Fire Sprinkler System permit IFC 105.7.1. c. DAS (see #11) i. Callout when deficient. Testing will be conducted by FD1 when new walls and glazing are installed. IFC 510. d. Callout Fire Alarm Permit i. Relocate FACP to sprinkler riser room. ii. Automatic fire alarm system is required for purposes of off-site sprinkler system monitoring and local alarm audible/visual notification and exterior audibility. iii. Anticipate commercial kitchen hoods connections to building alarm system. iv. Provide fire alarm annunciator at vestibule. 16. Provide minimum rated 2A:10B:C portable fire extinguishers in accordance with NFPA 10. 17. Add note: Provide Snohomish County FD#1 Knoxbox. Coordinate with Fire Department for a authorization form and instructions to obtain and install lockbox outside the fire protection control room at your site. 425.775.7720 3
