The site is located at 190 Sunset Avenue S in the City of Edmonds. The development will not change any of the four access points to the existing parking shared lot. Trip Generation Credit for the previously permitted Shopping Center is based on data contained in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9th Edition (2012), LUC 820, shopping center. ITE LUC 937, Coffee/Donut Shop with Drive-Thru and Indoor Seating, was used to calculate the donut shop trips. Also, pass -by rates (% New Trips) for the uses are from Table 4 of the City of Edmonds Traffic Impact Analysis Guidelines. In Table 4 from the City of Edmonds, the same % New Trips is used for the coffee/donut shop with/without indoor seating and with/without drive -up; therefore, a % New Trip rate of 20% was utilized for the coffee/donut shop with drive- thru and indoor seating. The % New Trip rate for the shopping center is 65%. The PM peak -hour trip generation is summarized in Table 1. The 2009 Impact Fee Rate Table is included in the attachments to determine the new fees and credit for the removed 9,300 SF of shopping center. There is no land use for the coffee/donut shop with drive thru and indoor seating; however, there is both coffee/donut shop, no drive -up and coffee/donut shop, drive -up no indoor seating. Both have the same % New Trips (20%) and same Trip Length Factor (0.67); these were applied to the trip generation rate of 42.8 PM peak -hour trips/1,000 SF to calculated an impact fee per unit of $6.02 per square foot for the coffee/donut shop with drive thru and indoor seating. The development generates more traffic mitigation fee credit; therefore, no traffic mitigation fees will be owed by the development. The traffic mitigation fee calculation for the Salish Crossing Retail Pavilion is summarized in Table 2. Summary/Conclusions The redevelopment of the site would generate -7.32 new PM peak hour trips. The site has four access points and would not anticipated to impact any intersection with 10 new PM peak- hour trips; therefore, off-site mitigation should not be required. With the negative trip generation no traffic mitigation fees would be owed by the development when credit for the previously permitted shopping center is included.
