During review of the above noted application, it was found that the following information, corrections, or clarifications are needed. Please redline plans or submit two (2) sets of revised plans/documents (affected sheets only) with a written response to each of the above items to a Permit Coordinator. 1) Reduced site plan must be scaled no smaller than 1"-20'. Provide new reduced plot plan on maximum 8 1/z" x 14" size paper for microfilming purposes. Also, all information including height calculations, datum, etc. must be shown. If necessary provide a second page with all data information. 2) Choose fixed datum point closer to property. Datum point chosen will be difficult for the inspector to verify height. 3) Note on plans how basement office will meet the minimum light and ventilation requirements of R303 (i.e. mechanical venting and artificial light?). 4) Per R310 basements with habitable space are required to have at least one emergency escape and rescue opening complying with that section. Currently none is provided. 5) Show how island sink will be vented through the roof or with a loop vent as permitted by UPC 909.0.Air admittance valves are not permitted unless first approved by the Building Official under and alternate method per UPC 301.2. 6) Show location of all smoke detectors on the floor plans. 7) Show size and location of all exhaust fans and whole house fan. 8) Open treads are permitted if they are constructed so that a 4" sphere can not pass. Note on stair detail A4.3. 9) Door 104.1 between the garage and dwelling is required to be minimum 20 minute or 1 3/8" solid core. Note on plans. 10) Specify type of elevator and verify that the engineer of record has taken structural loads from the proposed elevator into account in his design. 11) Provide shower construction detail for site built shower. 12) Provide masonry construction and masonry panel information on the structural plans. 13) Clarify what WD -X and M-3 signify as called out on the elevation views. 14) Sheet A0.0 references code sections and then has a separate "applicable code" area. Revise all footing details to reflect foundation recommendation of the Geotechnical report. 16) Provide letter from Geotechnical Engineer of Record stating that they have reviewed the plans and that they are consistent with the report recommendations. 17) Provide temporary construction easement drafted by the owner's attorney for proposed work on neighbor's property. In case where the owner owns the adjacent lot provide a letter stating that they are the owner since grading will occur over the property line. 18) Special inspections are required for the following. Complete the enclosed special inspection agreement signed by the owner, the general contractor and the special inspector and submit to the City for approval prior to issuance. A separate form is required for each separate special inspector. • Excavation/grading/site preparation • Soil Bearing verification • Placement of fill and compaction • Foundation drainage • Rockery/Retaining wall Construction including drainage • Wall backfill • General Site monitoring during wet weather construction • Temporary and final erosion control • Structural steel (including high strength bolting and field welding) • Concrete construction • Masonry • Expansion bolts and expansion inserts • Wood shear wall system as noted on sheet S1.1 note 11B 19) See attached structural comments from city consultant. The following comments, deficiencies/corrections must be addressed prior to completion of plans review and subsequent issuance of permits. Provide revised plans and calculations along with a written response to each of the items listed below to facilitate a shorter back -check time. SCOPE OF REVIEW The scope of this review is for the structural requirements of this project. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. Page 2 of 4 STRUCTURAL COMMENTS General 1. Geotechnical report recommends an additional force of 7H lateral pressure be used to account for seismic loading. The analysis does not appear to have accounted for this. Submit analysis to account for the lateral pressure as recommenced under basement wall requirements. IBC 1802.2.7 2. Please submit page 9 of the calculation. Sheet 5 states see p9 for calculations but there is not a page 9. EOR please clarify. Sheet A0.2 Window Schedules 3. Please complete the section on this sheet. They are labeled with XXX Sheet A0.3 Door Schedules 4. Please complete the section on this sheet. They are labeled with XXX Sheet A2.1 First Floor Plan 5. Please complete the reference marked X/AX-X. Sheet S 1.1 General Notes 6. Concrete Notes: Note 14: It is not clear what the grade of steel will be used on the drawings. The note states both grade 60 and grade 40 without specifying what to use where. Please clarify on the drawing the grade of steel to use for the footings, retaining walls, etc. Sheet S2.1 Foundation Plan 7. EOR please correct note under slab on grade to state note 3 and not note 1. Note 3 are for the requirements for the slab. Sheet S2.2 Main Floor Plan 8. EOR please provide a detail along grid E to show how this will be framed. 9. EPR please specify the HD required. I was unable to determine this from the drawings. Sheet S2.3 Upper Floor Framing Plan Page 3 of 10. EOR please provide detail for the attachment of the column above (4x4) at the base. How is this connected to the floor system? Please add this information on the drawings. IBC 2304.9.7 11. By definition the diaphragm would be classified as plan structural irregularity. Based off the stair location there is a reentry corner more than 15% of the diaphragm length. Analysis submitted has not addressed this. Resubmit analysis to address or add a shear wall at the stairs along grid D. 12. Please specify the required length for the CS 16 flat strap tying the diaphragm together. This coil strap can be any length. 13. Plan Note 4 states different column caps to use. Please clearly specify which is required for which case. 14. EOR please provide a detail for the connection of the 3' diameters steel pipe to the wide flange. Also provide analysis for the 3" pipe to support the design loads. 15. Please provide detail for the support of the 5-114X11-7/8 PSL at grid line D. Sheet S2.4Roof Framing Plan 16. EOR please provide analysis for a SW1 shear wall along grid 1. The analysis submitted appears to require a higher capacity shear wall along this grid. Sheet 53.1 Framing Details 17. Detail 6: Please provide analysis for the retaining wall schedule as shown. The design calculation did not have any analysis for the retaining walls. Sheet $4.2 Framing Details 18. Shear wall Schedule 12: Code requires 3X member at abutting panel edges. Please modify note 4 to state single 3 X member and not double stud. IBC table 2306.4.1 footnote i. (Also Detail B to show 3X member) 19. Shear wall schedule 12: Please note that the sill plate shall be a single 3X member for shear wall SW3 and SW4.1BC 2305.3. 10 20. Detail 4: Please add blocking member on the wide flange web to prevent the hanger from rotating or justify not required. Simpson Hanger option matrix. 21. Detail 4: ITT hangers are not approved to be welded. The gage of ITT hanger is too thin. I called Simpson manufacturers to verify and he also said this is not Page 4 of 4 approved to be welded. Please modify accordingly. See Simpson Hanger option Matrix. Additional corrections may be required following receipt of corrections and additional information as requested. Your plans are being reviewed concurrently with the Building Department, Fire Department, Zoning Department and Public Works Engineering. Changes, clarifications or additional corrections may be required subsequent to the Building Department plan review when comments are received from the other concerned departments. President CITY OF EDMONDS SPECIAL INSPECTION AND TESTING AGREEMENT The project at issued under building permit number requires special inspection and/or testing per IBC Chapter 17. The complete list of special inspections is attached to this document. BEFORE A PERMIT CAN BE ISSUED: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgements. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shall submit Statement of Qualifications to the Building Official for review. Special inspectors shall display identification when performing special inspections on site. Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the following: A. Duties and Responsibilities of the Special Inspector 1. Observe Work The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC. Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be performed on a continuous basis—meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections, if any, must have prior approval by the City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect. 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the following: • Description of daily inspections and tests made with applicable locations • List of all non -conforming items • Report on status of non -conforming items (resolved or unresolved) • Itemized changes authorized by the Architect, Engineer and City if not included in non- conformance items. S. Furnish Final Construction Report The special inspector or inspection agency shall submit a final signed report to the City stating that all items requiring special inspection and testing were fulfilled and reported_ And, to.the best of L:ITEMPIBUILDING1SpeciallnspectionAgreernentIBC.doe 7/04 his/her knowledge the project is in conformance with the approved plants and specifications, approved change orders and the applicable workmanship provisions of the IBC. Items not in conformance or unresolved items or any discrepancies in inspection coverage, (i.e., missed inspections, periodic inspection when continuous inspections were required, etc.) shall be specifically itemized in this report. B. Contractor Responsibilities 1. Notify the Special Inspector 'It is the duty of the contractor to notify the special inspector when work is ready for special inspection. Note, the items listed on the attached schedule and as noted on the approved plans and specifications are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to become familiar with the project. 2. Provide Access to Approved Plans The contractor is responsible for providing the special inspector access to approved pians at,the jobsite. 3. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector. These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Department Responsibilities 1. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. HislHer approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been submitted and accepted. D. Owner Responsibilities The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. En_zineer or Architect of Record Responsibilities The engineer or architect of record shall include special inspection requirements on the plans and specifications.
