The purpose of this memorandum is to identify proposed subsurface utility explorations (SUE) for
the 76'h Avenue W Sewer Trunkline Improvement Project for the City of Lynnwood and to transmit
a Right -of -Way Construction Permit. The proposed work consists of potholing various utilities in
eight (8) locations along the proposed project.
Parker Fiber Services, through their subcontractor Pilchuck Contractors, Inc, will be conducting the
SUE potholing. The potholing work is to be conducted within the City of Edmonds city limit and will
adhere to the City of Edmonds road construction standards. The potholes will be backfilled with
518" -minus crushed rock and restored with hot mix asphalt. The locations for SUE potholing are
identified on the attached preliminary project plan and profile, and as follows:
• 24° Water Main at approximate Station 14+02
• 24" Water Main at approximate Station 22+22
• 24" Storm Drain at approximate Station 25+72
• Fiber Optic Cable at approximate Station 28+54
24" Storm Drain at approximate Station 29+18
• 8" Storm Drain at approximate Station 33+46
• 30" Storm Drain at approximate Station 33+59
• Fiber Optic Cables at approximate Stations 36+10 & 36+15
The SUE potholing will be accomplished using "keyhole" technology to minimize the required
excavation. Keyhole potholing consists of localized excavations using pressurized water
excavation and vacuum trucks to remove the existing soil. The excavations will be located so that
we can obtain measurements to both the top and bottom of the existing utility being potholed.
The project location is on 76`h Avenue W from Olympic View Drive to 1751h Street SW. The Speed
limit is 30 mph, and there are four cross streets within the site boundary. A typical traffic control
plan (TCP -1) for alternating one-way traffic with flagger control, which follows all guidelines and
regulations set forth by WSDOT Standard Plan K-20.40-00, is included with this memo.
