ErJrncrrrrr', 00582000400200 Done During initial review and inspection of the subject site, it was found that the site slopes downwards very gradually to the west at an approximate 10% slope, which is not steep enough to qualify as a critical area. However, it was found that there appeared to be an overgrown stream channel within the SR -104 right-of-way adjacent to the western side of the subject site, which was thought to be either a "drainage ditch" or a tributary of Willow Creek. A "Study Required" determination was issued under File No. CRA20120082 on October 16, 2012 because it was determined that the site may contain (or be adjacent to) critical areas, including a Stream, pursuant to Chapter 23.40 and 23.90 of the Edmonds Community Development Code (ECDC) and additional information was needed in order to determine if the City would consider it a stream and thus take steps to preserve its buffer, which would extend onto the subject site. As part of an associated short plat application (File No. PLN20130004), the applicant submitted a letter from ACRE Environmental Consulting LLC dated October 24, 2012 stating that an assessment was conducted for the presence of regulated wetlands and streams on and adjacent to the site. ACRE Environmental Consulting LLC determined that no wetlands or streams are located on or within 200 feet of the subject site. This letter clarifies that a drainage feature is located approximately 20 feet west of the subject site within the SR -104 right-of-way, but that this drainage feature is a manmade ditch that does not meet the definition of "stream" contained within ECDC 23.90.010. Since the letter from ACRE Environmental Consulting LLC concludes that this drainage feature located adjacent to the western side of the site does not qualify as a stream, the original "Study Required" critical area determination has been changed to "Study Completed." With this documentation from ACRE Environmental Consulting LLC, it has been confirmed that no critical areas are located on nor adjacent to the subject site.
