The purpose of the Checklist is to enable City staff to determine whether any potential Critical Areas are or may be present on the subject property. The information needed to complete the Checklist should be easily available from observations of the site or data available at City Hall (Critical Areas inventories, maps, or soil surveys). An applicant, or his/her representative, must fill out the checklist, sign and date it, F E B Z 4 1991 pERMIT COUNTER and submit it to the City. The City will review the checklist, make a precursory site visit, and make a determination of the subsequent steps necessary to complete a development permit application. With a signed copy of this form, the applicant should also submit a vicinity map or plot plan for individual lots of the parcel with enough detail that City staff can find and identify the subject parcel(s). In addition, the applicant shall include other pertinent information (e.g. site plan, topography map, etc.) or studies in conjunction with this Checklist to assist staff in completing their preliminary assessment of the site. The site slopes up steeply from 75th Place West, has a nearly flat area and then slopes up steeply for more than 100 feet. The site contains slopes that are greater than 40% with a vertical elevation gain of more than 20 feet. Based on the above findings, it is determined that there is potentially a steep slope critical area on or adjacent to the site. A Critical Areas Study is required to delineate the boundaries of this potential critical areas, the buffers and setbacks. For the steep slopes, a licensed surveyor must create a topographic map of the site which indicates all areas which slope 40% or more and have a vertical gain of 20 feet or more within the 40% slopes. The map must also show the location of the steep slope buffers and setbacks. In this case, the slopes have been delineated by a licensed surveyor as a part of file 5-8-87. In addition a Geotechnical Engineer evaluated the slopes and required a 50 foot combined buffer and building setback from the toe of the slope. Therefore, the City accepts the studies and proposed buffers prepared as part of S-8-87 as completion of the required Critical Areas Study. This plan is considered the Utility Development Plan. This approved Utility Development Plan is considered a condition of the subdivision and thus is exempt from the requirement of a building or grading permit according to ECDC 18.40.000(4).. 5. All improvements shown on the approved Utility Development Plan must be complete prior to the issuance of any permits except those already issued prior to July 1, 1994, and those necessary to complete improvements required by the approved utility development plan. Therefore these improvements are considered deferred subdivision requirements. No other permits shall be issued on any lots of the short plat until all deferred improvements have been constructed, completed, and approved by the City of Edmonds Community Services Department. 6.
