The subject property is a trapezoidal shape with a single-family residence situated on the western two-fifths of the property on relatively level ground. A steep slope extends upward over the eastern three-fifths of the subject site. A retaining wall approximately 4.5' in height is constructed at the toe of the slope. Vegetation on slope consists of grass, blackberry, fir, and alder. The associated LIDAR map indicates that the eastern portion of the property slopes upward 56' over a horizontal distance of 88' (approximately 75 -percent grade). Soils throughout the site are identified as Alderwood-Everett gravelly sandy loams (25%-75% slope). As a result, the slopes in excess of 40 -percent are classified as potential landslide hazard areas. What does this mean? The critical area regulations are only triggered when an alteration is proposed to a critical area or its buffer. However, once an alteration in or near critical area is proposed, critical area studies and City review and approval may be required. What is an `Alteration'?
