BLD -2010-0997 Project Proposal Camwest has submitted an application for awning replacement at their 100 5`h Avenue North location. Because the site is located within the Downtown/Waterfront Activity Center and is zoned BD -1, district - based design review applies, according to ECDC 20.10 and 20.12. Because the proposed awning change is located within the BD -1 zone, the design standards in ECDC 22.43 apply in addition to those found in the Comprehensive Plan. Analysis 1. Design Standards. The Comprehensive Plan identifies the site as Downtown/Waterfront Activity Center — Retail Core. The proposed awnings satisfy the intent of the following goals and policies from the Comprehensive Plan and the design standards in ECDC 22.43: a. Downtown Design Objectives are found on pages 53-58 and are intended to encourage high quality, well designed projects to be developed in the downtown waterfront area that reflect the values of the citizens of Edmonds. b. "Create a pedestrian friendly environment. " (page 55) c. `Improve pedestrian access and way -finding by providing variety in building forms, color, materials and individuality of buildings. " (page 55) d. "Provide a covered walkway for pedestrians traveling along public sidewalks in downtown. " (page 55) e. "Protect shoppers and residents from rain or snow. " (page 55) f. "Provide a covered waiting area and walkway for pedestrians entering a building, coming from parking spaces and the public sidewalk. " (page 55) g. "Awnings and canopies shall be open -sided to enhance visibility of business signage. Front valences are permitted. Signage is allowed on valences, but not on valence returns. " (ECDC 22.43.040.B.2) h. "Awnings or canopies shall be located within the building elements that frame storefronts, and should not conceal important architectural details. Awnings or canopies should be hung just below a clerestory or transom window, if it exists. " (ECDC 22.43.040.B.5) Page I of 2 File No. BLD -2010-0997 Camwest awnings i. "Nonstructural awnings should be constructed using canvas or fire-resistant acrylic materials. Shiny, high -gloss materials are not appropriate; therefore, vinyl or plastic awning materials are notpermitted. " (ECDC 22.43.040.B.7) 2. Proposed awning. There is currently an aging wooden canopy providing weather protection over the sidewalk in front of the building at the subject site. The applicant is proposing 6' wide replacement awnings covering the same extent of sidewalk which will be mounted on tubular aluminum frames above the top of the existing window frames. The awnings will be open -sided and covered with a forest green `Sunbrella' `Firesist' woven fabric. Decision Based on the facts and analysis of this report, staff finds that the design review for this project (File No. BLD -2010-0997) is APPROVED.
