The Architectural Design Board reviewed the design of the Westgate Village site in 2001 (ADB -01-170) which included signage. The Hearing Examiner approved the ADB's design recommendations in a consolidated permit with CU -01-171 and V-01-172 through V-01-179. Because the signs are the subject of a sign package (ADB -01-170), the design standards of the package apply. Analysis 1. Design Standards. Signage for the site was approved in ADB -01-170 (see attached). The proposed signs match that approved by the ADB in 2001. 2. Sin type. The two wall signs (east and west facades) are channel letter with interior illumination. These are currently allowed by code and match what was approved by the ADB. The proposed internally illuminated cabinet sign for the freestanding monument on 100`x' Ave. also matches what was approved by the ADB. If not for the sign package, however, this sign would not be allowed since it would not satisfy the condition for illuminating a sign face in the Westgate/SR104 district (ECDC 20.60.020.M.2). 3. Number of signs. According to ECDC 20.60.025.A.4, a maximum of three commercial signs may be installed at the subject location, excluding window signs. The three proposed signs are the maximum allowed for the tenant. Sign. According to ECDC 20.60.025.A.2, the maximum total permanent sign area for uses in the BN zone is one square foot of sign area for each lineal foot of wall containing the main public entrance to the primary building. The tenant space is 24 feet wide and so would normally be allowed 24 square feet of signage. The sign package provided additional square footage, however. The two wall signs are each 9.3 square feet (18.6 square feet total) which meets code. The proposed cabinet sign is 12 square feet — this extra square footage was allowed for tenants in ADB -01-170 (see attached). The proposed signage satisfies the sign package requirements. 5. Sign height and location. The signs are located on the facades and within the existing freestanding sign along 100`x' as approved by the ADB. 6. Colors. The proposed signage is in typical `Subway' colors — white, yellow and green. Page 1 of 2 File No. BLD -2011-0868 Subway signs Decision Based on the facts and conclusions of this report, staff finds that the design review for this project (File No. BLD -2011-0868) is APPROVED with the following condition: 1. No commercial sign shall be illuminated after 11:00 p.m. unless the commercial enterprise is open for business and then may remain on only as long as the enterprise is open. I have reviewed the application for compliance with the Edmonds Community Development Code.
