BLD20130369 Project Proposal
Edmonds IGA has submitted an application for a new wall sign at their 550 5th Avenue South location.
The proposed sign will replace existing the "Petosa's Family Grocer" signage and will reduce the overall
sign area used by the building. At the same time, the face on the existing pole sign near the southeast
corner of the site will be replaced —that portion of the project does not require a permit but that sign is
still factored into the overall sign area calculations for the tenant.

Design review for signs is considered a Type I decision subject to the requirements of ECDC 20.01.003.
Because the subject site is located in the BD -3 zone, the design standards in ECDC 22.43 apply in
addition to those general criteria found in the sign code (Chapter 20.60 ECDC) and the 2012
Comprehensive Plan.
Analysis
Design Standards. The Comprehensive Plan identifies the site as Downtown/Waterfront Activity
Center — Downtown Convenience. The proposed sign satisfies the intent of the following goals and
policies from the Comprehensive Plan and the design standards in ECDC 22.43:
a. Downtown Design Objectives are found on pages 56-60 and are intended to encourage high
quality, well designed projects to be developed in the downtown waterfront area that reflect
the values of the citizens of Edmonds.
b. "Provide clear signage to identify each distinct property or business and to improve orientation
and way finding downtown." (page 58)
c. "Minimize distraction from the overuse of advertisement elements." (page 58)
d. "Signage and other way finding methods should be employed to assist citizens and visitors in
finding businesses and services." (page 58)
"Signage should be designed to integrate with the building and street front. Combinations of sign
types are encouraged, which result in a coordinated design while minimizing the size of
individual signs." (ECDC 22.43.040.B.8)
f. "Instead of broadly lighting the face of the sign, signage should be indirectly lit, or backlit to only
display lettering and symbols or graphic design." (ECDC 22.43.040.B.11)

2. Sign type. Wall signs are a permitted sign type in the Downtown area according to the table in ECDC
20.60.0201. Pole signs are not permitted in the Downtown area; however, the existing pole sign is
considered to be a legal nonconforming sign and may be maintained in accordance with ECDC
17.40.040.
3. Number of signs. According to ECDC 20.60.025.A.4, a maximum of three commercial signs may be
installed at the subject location, excluding window signs. The proposed wall sign and refaced pole
sign are the only two signs for this tenant at this time.
4. Sign size. According to ECDC 20.60.025.A.2, the maximum total permanent sign area for uses in the
BD zones is one square foot of sign area for each lineal foot of wall containing the main public
entrance to the primary building. The tenant space is 120 feet wide along 5th Avenue and so 120
square feet of signage is available for the tenant.
According to ECDC 20.60.030.A, the maximum area for a wall sign in the BD zones is 1 square foot
per lineal foot of attached wall. The proposed wall sign is 72.91 sq. ft. and so satisfies code
requirements for size.
The existing pole sign face is 39 sq. ft. The total of both signs (72.91 + 39) is 111.91 sq. ft. which is
less than the 120 sq. ft. allowed.
5. Sign height and location. According to ECDC 20.60.030.13, the maximum height for a wall sign in the
BD zones is 14 feet or the height of the face of the building on which the sign is located. In this case,
the sign on the east fagade will be approximately 20 feet high.
6. Colors. Both signs will use a combination of red and green lettering as well as a typical "IGA" oval of
white lettering on a red background. The wall sign will be mounted on the existing brick fagade.
The pole sign face will have a white background.
7. Illumination. The wall sign will be uplit by existing spot lights. The pole sign is internally illuminated.
According to ECDC 20.60.020.1-1, no commercial sign shall be illuminated after 11:00 unless the
commercial enterprise is open for business and then may remain on only as long as the enterprise is
open.
Decision
Based on the facts and conclusions of this report, staff finds that the design review for this project (File
No. BLD20130369) is APPROVED with the following condition:

business and then may remain on only as long as the enterprise is open.
