The project would abandon the old pipe in place (filled with grout) and install a new pipe via trenchless technology along the southern property boundary of 1025 12th Avenue North and will not be located under any structures. The outfall for the new pipe will be into a bubble up catch basin that will dissipate the energy of the flow and it will spill onto a rock pad that will direct the flow into an existing ditch system. The City will acquire an easement from 1025 12the Avenue North for the installed system. An environmental impact statement is not required under RCW 43.21.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
