Please redline plans or submit two (2) sets of revised plans/documents with a written response to each of the items below to an engineering technician. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 1. Please provide an itemized engineers cost estimate for both on -site and off -site (right-of-way) improvements, including all utilities, traffic control, and restoration/enhancement plantings. Use the King County Site Improvement Bond Quantity Worksheet and utilize the "write-in" sections where appropriate. • At a minimum, a bond is required to be placed for all erosion control measures and right-of- way improvements. Please note, if you intend to post a bond in order to record the subdivision and ahead of constructing the required improvements, the bond amount shall be based on the entire scope of the project. The amount of the bond will be based on 120% of the City approved estimate. The City will inform you of the appropriate bond amount after review of the cost estimate. Please obtain the appropriate subdivision improvement bond forms from the City — available on the City website. • Inspection fees for this project will be calculated at 3.3% of the 100% City approved estimate for all improvements. 2. Please add a note to plans stating "A separate right-of-way construction permit is required for all work within the city right-of-way." Please note, a ROW permit application with contractor's signature shall be provided to the city prior to issuance of civil construction plans. 3. Where plan corrections affect multiple plan sheets, please update all. Sheet 1 of 6 — COVER SHEET AND NOTES 1. Revise General Notes as follows: Note 1: Revise WSDOT specs to state 2018 Note 5: Revise last sentence to state "A set of as -built drawings shall be submitted electronically to the City of Edmonds prior to final project approval. Note 21: Irrigation is not proposed with the current project; therefore, this note can be removed. Note 29: Remove last sentence Notes 37, 38, and 39 are not applicable. Please remove. Review all notes: Revise notes, as needed, to be consistent with the installation of low impact development features instead of detention. 2. Revise Construction Sequence Notes as follows: Note 6: A demo plan has not been included in the plan set and it does not appear as though demo of any structures is proposed. Revise or remove this note. 3. Add page numbers to the Drawing Index. 4. Update utility purveyor information to include Stormwater: City of Edmonds Sheet 2 of 6 — TESC PLAN 1. Remove construction sequence from this plan sheet — it has already been provided on Sheet 1. 2. Show stockpile location and indicate requirements to keep it covered. 3. Add note: Install and maintain all TESC measures according to approved plans, City of Edmonds standard details. Contractor is responsible to maintain, revise and/or adjust ESC measures as needed throughout construction and until permanent stabilization is implemented. 4. Add note: All disturbed areas to be compost amended per 2014 SWMMWW BMP T.5.13. Sheet 3 of 6 — TESC DETAILS 1. Please replace standard details with current City details, found on the City website. Sheet 4 of 6 — GRADING. DRAINAGE & UTILITY PLAN 1. Label edge of pavement on the east and west sides of 75th PI W 2. Provide a cross of 75' PI W and clearly label: a. Center of pavement b. Center of right-of-way c. Curb, gutter, and sidewalk placement Revise frontage improvements to address the following: a. Sidewalk on south end of the project should extend to the southern property line b. Concrete sidewalk transitions at each end of the project shall not have truncated domes c. Standard details referenced should also be provided within the plan set and the pages in which they are located should be reference. d. Clearly label asphalt berm at south end of project Page 2 of 4 4. The new water service connection to the City main will be completed by the City's operations crews. They may bore the new service, but they may also choose to open trench. Please remove reference to the boring and show complete asphalt trenching (worst case scenario), which will need to be completed by the contractor. 5. A 10-ft minimum separation shall be provided between water service lines and sanitary side sewers. Please adjust plans accordingly. 6. A cleanout shall be provided on the sanitary sewer line within 2-ft of the existing home. 7. Label the sewer stub for Lot 2. A 2x4 utility stake labeled "Sewer" shall be provided at the end of the stub. 8. Existing side sewer note "to be abandoned" shall be revised to also state that the existing sewer shall be capped at the property line. 9. The existing sewer is shown to have a direct connection to the sewer manhole, but City records indicate the lateral connects 14.5-ft south of the manhole. It is possible the existing sewer lateral (from property line to the main) could be reused, but it the contractor will need expose the line so the City's Sewer Division can TV the lateral and confirm the condition. Please add the following note to the plans: a. Existing lateral to be TV'd by the City Sewer Division to determine if it is in acceptable condition for reuse. If it is not acceptable to reuse, a new 6" lateral from the main to the property line will be required. Contact Public Works at 425-771-0235 to schedule a time to TV the lateral. b. Please also note that City records indicate the existing lateral comes into the main at 2 o'clock. Please confirm that this elevation will be adequate for proposed connections. 10. A 6" sewer cleanout is required at the property line with 12" lamphole cover with 1/z" hexbolts, consistent with City standard details. 11. Construction Notes 1 & 2 are acceptable for a home that does not require a fire sprinkler system. If the proposed single family residence (SFR) will have 3000sf or more habitable space (includes covered outdoor areas), then it will need to be sprinkled. For more information, please discuss with the City's Fire Department. 12. Show location of dry utilities and required utility separation (5-feet from City utilities within the ROW and 3-feet from water/sewer/storm utilities on private property). 13. Revise plans as needed to clearly show which elements of the project will be constructed with the short plat and which elements will be constructed with the future SFR. The civil construction plans for the short plat can only provide approval for that which will be constructed with the short plat. Sheet 5 of 6 — WATER MAIN EXTENSION PLAN 1. Provide a blow-up detail of the water main connection at 75th PI W and 74th Ave W. A 3-valve cluster will be required at this connection point, consistent with City standard detail WA-181. Please reference City standard detail and incorporate into plan set. 2. Installation of the 3-valve cluster will require installation of an additional 45-degree bend. Please show and callout on the plans. 3. Include thrust block detail within the plan set. 4. Please adjust the location of the water main so that the south end of the line runs more parallel to the right-of-way line. The offset on the north end is appropriate. 5. Revise the fire hydrant such that it is located on the east side of the road, instead of the west. A 3-valve cluster will also be required at this point in the main, but the blow -off to the north can be eliminated. Page 3 of 4 6. Utility patches shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. Revise plans as needed and add note to this effect on the plans. 7. Revise plans to address the following: a. Provide lot addresses and parcel numbers for each lot shown b. Label edge of pavement c. Show painted fog line d. Show bike lane sharrows e. Add note that all striping shall be restored to pre-existing condition f. Show blue reflector required in the street ROW identifying fire hydrant locations. Refer to City standard detail E7.1. g. Show overhead power consistent with existing conditions h. Please confirm that there is no gas service on 74th PI W Sheet 6 of 6 — SITE DETAILS 1. Additional details shall be included on this plan sheet, as noted above. 2. At this time, comments have not been provided regarding the drainage details. The drainage system design needs to be adjusted consistent with the Stormwater Engineer comments. Sheet X of X — TRAFFIC CONTROL 1. Please submit a traffic control and haul route plan for review and approval. Individual plans shall be provided for all elements of work to be completed both in 75th PI W and 74th PI W. The previous comments are repeated below without additional review having been conducted. I recommend that PLN20180028 be withheld until the comment below are adequately addressed. Review Comments: Lot 1 appears to have replaced impervious surfaces currently shown to a dispersion trench; the dispersion trench is not permitted. This BMP shall be revise to pervious pavement or infiltration trench prior to construction/engineering approval. Given the infiltration rate measured, the project is still deemed feasible. 2. On the cover sheet, list all proposed hard/impervious surfaces proposed on the site; info should be in table format and list separately each type of surface (i.e. roof vs driveway vs patios/walkways). 3. Provide elevations for the finished grade, top of trench, bottom of trench, and invert of perforated pipe for the proposed infiltration trench. a. Provide enough footing drain elevation information to verify that the footing drain will sit above the top of gravel (water storage) within the trench, to avoid backwater conditions. 4. Provide grading information (proposed contours, spot elevation, etc) sufficient enough to show how the site will drain after construction is complete; specifically identify the overflow route for the BMPs. Include text in report (geotechnical or drainage) and/or propose mitigation as needed to address concern of the infiltration trench proximity to sewer pipe trench and migration of infiltration water into and along the sewer trench after construction. b. If sewer is closer than required setbacks, the engineer must verify that the sewer line sits outside of the influence zone (Typ 1:1) from the bottom of infiltration trench and the trench shall be lined with an impervious liner to prevent infiltrated water from entering the trench gravel. 6. Provide enough roof or gutter information to verify how the amount of impervious draining to the retrofit infiltration trench will be portioned (ie. identify how much of the roof discharges to this point). 7. Provide WWHM report of all infiltration trench sizing calculation based on area draining to the each BMP and the measure infiltration rate. Page 2 of 2
