Please redline plans or submit two (2) sets of revised plans/documents with a written response to each of the items below to an engineering technician. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. Please revise as follows: • Revise ESC to include catch basin Filter socks (at least 1 will be required downslope of the site on 75th Pl W) • Please include water main couplings, tees, caps, thrust blocking, etc. 2/12/2019 comment - Please provide an itemized engineers cost estimate for both on -site and off -site (right-of-way) improvements, including all utilities, traffic control, and restoration/enhancement plantings. Use the King County Site Improvement Bond Quantity Worksheet and utilize the "write-in" sections where appropriate. • At a minimum, a bond is required to be placed for all erosion control measures and right-of- way improvements. • Please note, if you intend to post a bond in order to record the subdivision and ahead of constructing the required improvements, the bond amount shall be based on the entire scope of the project. • The amount of the bond will be based on 120% of the City approved estimate. The City will inform you of the appropriate bond amount after review of the cost estimate. Please obtain the appropriate subdivision improvement bond forms from the City available on the City website. • Inspection fees for this project will be calculated at 3.3% of the 100% City approved estimate for all improvements. 2. Please add a note to plans stating "A separate right-of-way construction permit is required for all work within the city right-of-way." Please note, a ROW permit application with contractor's signature shall be provided to the city prior to issuance of civil construction plans. 3. Label edge of pavement At the north end of the project a minimal amount of asphalt will remain between the trench and the existing edge of pavement. This small area will be disrupted during construction and will not be a good candidate for a 2" grind. Revise to show this portion of the asphalt being removed and replaced with the trench or shift the water main further east to align the trench with the edge of pavement. c. Show painted fog line Restoration of the painted fog line has been indicated on the plans, but the painted fog line is shown in a very thick, bold line, which is confusing with the water main extension. June 14, 2019 — Revise "Ex. 6" DI Water" callout on 75" PI W to point to the water main. It currently points to the storm main. 9. June 14, 2019 — In the area of the new valve cluster installation, add a note to the plans that states the exact location of the transition from 6" to 8" water main is unknown. Contractor shall pothole to verify and coordinate with the Engineer of Record and City Engineering Division if a conflict exists. 10. June 14, 2019 — Provide survey stationing and offsets along 74t" PI W to ensure water main and appurtenances are installed in the correct location. 11. June 14, 2019 — Provide profile of utilities in 741" Ave W and address the following: a. Show all utilities, including crossings. Page 3 of 4 b. Confirm vertical separation between water and sewer. The DOE "Orange Book" requires a minimum 18" vertical separation measured from the outer diameter of the pipes. c. Please add a note to the plans that states "Water main shall be laid in one continuous rising slope with no intermediate high points that would trap air in the pipe. Review Comments: 1 It appears that new impervious surfaces have been added since the preliminary approval plans were prepared for approval; update project plans and report to consider, tally, and mitigate for the extra driveway area as new impervious surfacing. a. Check that the revised impervious sum does not exceed 5,000 SF and trigger additional requirements, and/or update plans ad report as needed to reflect additional minimum requirements. Page 1 of 2 2. Revise WWHM model to utilize the Puget East 36 rain gage data; in WWHM check the "use WS-DOT Data" box and click to find the 36 value on the map. 3. It remains unclear how the frontage improvements are mitigated for; update plans and report to address/clarify how MR #5 is applied to the frontage improvement area. a. Pervious concrete may be used for public walkways, but not public vehicle travel ways; if used, ensure accommodations are made to prevent infiltration water from entering utility service trenches/backfill (impervious liners, check/trench-dams, etc). 4. Identify the overflow route from the Lot 1 trench and address impacts to adjacent structure, if any; ensure topographic information matches current site conditions first, and/or update topo as needed. 5. It is unclear exactly how/if the frontage flows are conveyed to the existing drainage system; provide significantly more grading information to demonstrate that the frontage improvement will be directed to the intended drainage locations. a. It appears that the existing road may not have a tradition crown and may direct runoff east for a portion of the frontage and west for a portion; provide sufficient spot elevations and/or profiles along the saw cut line, new flow line, and existing downstream flow line to the next CB in order to demonstrate that how surface flows are conveyed along the frontage (including at the hinge point for the taper). b. Update typical road section (on DT1) or road section sections as needed. c. Provide addition information to show how drainage is controlled across the pedestrian opening near the southern limits. 6. Update TESC plan and work limits to reflect the anticipated work under this permit (ie. west portion of site). 7. Update TESC plan to protect infiltration areas with fencing; and/or add notes to direct contractor to obtain geotechnical approval of the subgrade prior to placing any rock in the infiltration facilities. 8.
