All Handouts referred to in these comments can be accessed at our website: www.ci.edmonds.wa.usunder City Government / Development Services Department / Engineering Division then scroll down to Handouts: 3/3/142) Pleaseshow the entire site on site plan and locate propertyline. 3/27/14-With the submission of yoursite plan,the alignment of your property line at the north-northeast corner brought to mind questionspertaining to the right of way.While reviewing I discovered that the property line sits 2’behind the sidewalk along theeast side of the property(see attached site plan). This puts the proposed pavers and possiblyplantersand water features within the right of way.Such itemsare not permitted within the right of waywithout a separate permit approval. The pavers would be considered a permanent structureand would require an encroachment permit.Planters and water features would be consideredtemporary or movable objectsandwould require aStreet Use permit. That said,I have learned there is an encroachment permit for the existing deck. It may be possible that we can amend the existing encroachment permit to include the pavers within the right of way. Attached is the existing Encroachment Agreement as well as a handout for encroachment permit requirements. , if you do intend to place these 1) Pleasefill out and submit the Encroachment permit application E-26 features within the right of way. Please revise the existing Encroachment Agreement so that it reflects the existing encroachments as well as the proposed encroachment (pavers)(Section 3 of agreement). Please make sure to reference previous recording number.You will also need to showthe encroachment within Exhibit “B”, site plan, similar in manner to existingencroachments. 2). Please provide dimensions for the proposed hardscape in relation to the sidewalk and existing structure. Note: Itwould be acceptable to pournon-stamped,non-color concreteto city standardswithin the2’ of right of way, without an encroachment permit. 3). Placement of water features and planters within the right of way willrequire a street use permit. Please see attached Street Use Agreementand Street Use Permit RequirementsE75. Please provide a site plan which accurately shows the right of way and the placement of pavers, plantersand water features.If the intent is to place these features in the right of way this will need to be clearly identified for recording with the county.
