Engineering Decision-Final_Plat-echel 104th.doc CITY OF EDMONDS ENGINEERING DIVISION Date:December 15, 2014 To:Michael Clugston, Planner From:JoAnne Zulauf, Engineering Technician Subject: PLN20130073, Echelbarger th 23911 104 St SW – 2 lot Short Plat The Engineering Division has found that the subject 2-lot short plat meets the requirements established for civil subdivision improvements in accordance with Edmonds Community Development Code (ECDC) 20.75. Preliminary short plat approval was issued by the Planning Division on March 14, 2014 and included engineering conditions of approval in Attachment 5 of the staff report. Civil construction plans were submitted to the Engineering Division on May 12, 2014 consistent with the conditions of approval and ECDC 20.75.120. The plans were approved for construction on September 2, 2014. While some of the improvements have been installed and inspected, the plat construction has yet to be completed in it’s entirety. Consistent with ECDC 20.75.130, performance bonds have been posted as surety that these improvements will be completed within 12 months following recording of the plat. The developer submitted a performance bond for right of way improvements in the amount of $22,486.22 and a separate performance bond for the private improvements in the amount of $62,033.00. The City accepted the bonds on 10/03/14 and 12/08/14 respectively. The two performance bonds reflect the total cost to construct all required improvements in the amount of $84,519.22. As a condition of development the subject short plat will grant an access easement for inspection of drainage facilities across Lot 1 to the City of Edmonds. City of Edmonds
