Engineering Memo to Planning 121509.pdf MEMORANDUM Date: December 15, 2009 To: Kernen Lien, Planner From: Jeanie McConnell, Engineering Program Manager Subject: PLN20090051, Sunset Landing Contract Rezone 190 Sunset Ave The comments provided below are based upon review of the application and documents submitted for the Sunset Landing contract rezone at 190 Sunset Ave. The subject rezone will significantly increase vehicular traffic, residential units and demand on City infrastructure. Additional information is requested from the applicant at this time. Please ask the applicant to respond to the following. The traffic impact analysis provided does not adequately address Level of Service (LOS) at the intersections of SR-104/Dayton Street and SR-104/James Street. The impact analysis will need to show that the existing LOS is not compromised by the new development and/or provide mitigation measures to ensure the existing LOS is maintained. It is not necessary to assess traffic impact fees at this time, but assessment will be required at the architectural design board phase of development. The City’s existing sewage conveyance system will need to be studied to ensure there is adequate capacity in the system and that sewage lift stations in the area can handle the increased flows. The proposed rezone/development will need to address the frequent flooding that occurs during large rain events at the intersection of SR-104/Dayton Street and the surrounding area, including Harbor Square and the subject site.
