A written response to each of the comments below and revise and resubmit plans accordingly. Important• 11/12/19 This plan should only show the driveway approach and the utilities from the main to the property line in dark. All the rest of the utilities, drainage system (defer to sfr), and house shall be lightened as they will not be constructed under the short plat. GENERAL 1. Done. 2. In accordance with Edmonds Community Development Code (ECDC) Chapter 18.90, sidewalks are required as a condition of short plat approval. a. Done. b. Puget Drive is an arterial and per the Comprehensive plan Street Tree Plan shall have street trees. The Puget Dr frontage shall have 4 ft wide landscape strip with street trees and a 5 ft sidewalk. The street trees shall be installed at 40 ft on center. Please resubmit plans showing the proposed sidewalk and landscape strip with dimensions. Indicate the location of the street trees. 11112119 In response to the resubmission letter: There is a paragraph at the end of the Table of Sidewalk Standards that states "With the approval of both the planning director and city engineer, the requirements of this chapter may be waived, if it can be demonstrated by the applicant that there are special circumstances related to topography or other factors which make the construction of the sidewalk economically unfeasible or practically impossible. " If you could make an argument for the cost of implementing the sidewalk City of Edmonds improvements against the desired result of the plat, construction an SFR, there may be a chance the requirements could be waived. Also please consider the following information; 1 Attached is a map showing the zoning of the 1414 9rh parcel. The portion where the condo sits is in the BN zone, and the portion where the SFR is proposed is in the RS-12 Zone. I have also attached code section 18.90 Sidewalks. Under 18.90.030 sidewalk width for the BNZone (falls under "B') requires 7-10 width sidewalks. This is the requirement for all commercial projects on arterials such as Highway 99 and Edmonds Way as well as the downtown area. Consider this as compared to the increase in traffic this project would produce. The RS-12 Zone requires 5-7 width sidewalk but also has a superscript "2': This note state that "Requirements are optional to encourage flexibility of location...." 2-Through this area of Puget and Vh, there is little ability to change the frontages to create a consistent sidewalk/landscape design. Currently the code can only require properties to install frontage improvements when the use of the property changes. It is unlikely that the current residential and school property will change as the zone would also need to change. Please provide a detailed letter addressed to the City Engineer, Rob English requesting a waiver. If the waiver is approved, street trees will still be required as well as replacement of any areas that are damages or not ADA compliant. If you would like to send the waiver request over ahead of the plans, I can have our city engineer review and make a determination so you will know how to revise the plans. c. Done. 3. Done. The purpose of this chapter is to: A. Implement the comprehensive sidewalk plan. B. Regulate the construction of improvements which could prevent the implementation of the comprehensive sidewalk plan. [Ord. 2477 § 2, 19851. 18.90.010 Sidewalk plan adopted. A map, which is on file with the office of the city clerk and city engineer, entitled Comprehensive Sidewalk Plan — 1984, is adopted by this reference as if set forth in full in this chapter. Changes shall be by ordinance, attested by the mayor and city clerk on the affected map. [Ord. 2477 § 2, 1985]. 18.90.020 Effect. The city council shall use the map to assist it in determining the priority of streets for sidewalk construction. Development along those streets designated for sidewalks shall be required to include sidewalks designed to the specifications of this chapter as a condition of development approval, as said term is defined in ECDC 15.40.010.
