Dear Mr, Clugston;
The above referenced file regarding the plat known as Hill Lake Ballinger is adjacent to Lake Ballinger
and is subject to the Washington State Shoreline Master Plan. I would like to direct you to chapter 3,
Provisions for Specific Shoreline Modifications, paragraph (b), Piers and docks. In this paragraph the
SMP states that "Where new piers or docks are allowed, master programs should contain provisions to
require new residential development of two or more dwellings to provide joint use or community dock
facilities, when feasible, rather than allow individual docks for each residence."
Further, Edmonds Municipal Code, in section 23.10.160 reinforces the SMP by encouraging joint use of
`moorage facilities', or docks. Based on the State SMP and Edmonds Municipal Code,
I request that the above referenced Plat & Shoreline Substantial Development Permit be restricted to one
joint use dock as a condition of the permit.
