PLN20150043 AND BURLEIGH SHORT PLAT FILE NO. PLN20150047 Dear Mr. Roland: The Planning and Engineering Divisions have reviewed the above draft recording documents, and it was found that the following information, corrections, or clarifications will need to be addressed before review can continue: The submitted recording documents do not include all the necessary information describing the new lots and easements that are to be created by the recording of this document. Rather than returning the document as incomplete, or specifically addressing each item, we have provided a checklist of what information is required on a short plat recording document for you to use as a guide along with some more specific comments. When the required section has been provided, you will see the note "Done". Additional comments may follow these plan review comments in a subsequent review of the plans. 1. Name of Short Plat and PLN number: a. Cheeks - Done b. Burleigh — PLN20150047: Correct the file number on sheet 1 of the Burleigh short plat under the Owner's Certificate & Dedication section. 2. Owner's Certificate and Dedication or a Declaration of Short Plat: a. Revise Title of this section to state "Declaration of Short Plat". Remove references to public dedication. 3. Acknowledgments: Done. 4. Hold Harmless: Done. 5. Project Notes (separate section not needed): This section should be removed and the notes found within shall be moved into the sections noted below or removed as appropriate. 6. Restrictions: This section should contain the conditions of approval statement and covenant information Page 1 of 4 7. References (separate section not needed): This section should be removed from the plans and the information noted within should be placed under Restrictions, Legal Description (Notes) or Title Encumbrances. a. Burleigh — PLN20150047: PLN20150047 includes a reference to the conditions of approval under the Reference section; however, it includes an incorrect date of approval. Please provide the correct date of approval on resubmittal. 8. Title Notes and Schedule B Exceptions (separate section not needed): These sections should be removed from the plans and the information noted within should be placed under Legal Description (Notes) or Title Encumbrances. 9. Title Encumbrances: a. Both PLN20150043 and PLN20150047 reference easements in plan view and state "per recording number". However, the recording numbers have not been provided. Please revise accordingly and include a description of all existing easements encumbering the property under the Title Encumbrances section. b. Remove the Title Notes and Schedule B Exceptions. 10. Remove Applicant/Owner, Engineer and Plat Site information from the first page of each short plat. 11. Treasurer's Certification: Done. 12. Auditor's Certification: Done. 13. Land Surveyor's Certificate: Partially Completed: a. The surveyors name and signature must be provided for on both PLN201.50043 and PLN20150047 14. Legal Description of the original -: Done. 15. Legal Description of each new lot created by the subdivision. a. Include bearings and distances for each of the proposed lots. The Cheeks SP does not include the bearings for the east and western boundaries of Lot 2. 16. Zoniniz and Lot Information: This section should note Site Area. New lot addresses and the Gross and Net lot areas of each lot. a. Please include the gross and net lot areas for each the proposed lot. It appears an access easement has been added to Lot 4 of the Cheeks short plat that was not shown on the preliminary approvals. The access easement area has not been subtracted from Lot 4. It appears subtracting this easement would drop Lot 4 below the minimum 8,000 square feet lot area. Please explain this easement. b. Provide the addresses for the new lots on Sheet 2 of each of the subdivisions as follows. Easement Provisions: Revise section title to state "Public Easement Provisions". This section should contain up blic utility easements, not private easements. Move private easements into a separate section titled "Private Easement Provisions". a. The descriptions of the easements on the face of the plat do not agree with the drawing. b. No easements on other properties should be shown on the drawings unless they serve the subject short plat (i.e. the OVWSD easements that are on the Burleigh SP do not belong on the Cheeks SP.) Is OVWSD taking ownership of the sewer and water lines within the SP? If so, then a separate OVWSD easement describing its parameters needs to be added. If not, then the water and sewer easements are private. 18. Private Easement Provisions: All water, sewer, storm and access easements within the plat shall be described in this section. Easement descriptions shall include the lot(s) that the easements reside on and the beneficiary(s) of the easement. a. There is also a stormwater easement on the Burleigh SP that benefits the Cheek SP. Show it on the plans and describe it. b. In this section there also should be a description of the easement area(s) within the Cheeks SP where the sewer and water services from the Burleigh SP cross to connect to the main lines. These are on the Cheeks property and therefore need to be shown on the drawings and described specifically; Lot it is located and lot that benefits. Why is there a 5' easement on Lot 4? Is there a service within that property that serves another property? Describe it on the face of plat. d. All access easements should also be described in this section. 19. Private Easement Maintenance Provisions: Private easements shall have maintenance provisions described in this section. The Ingress, Egress, and Utility Easement could be used to cover everything, though consider the idea that Lot 1, for example, may not want to share maintenance of the entire sewer line since it is at the beginning of the run and doesn't use any of the line crossing Lots 2-4. 20. Stormwater Provisions (separate section not needed): There is not a detention facility on site. The infiltration system is located on Lot 4 and the Burleigh SP. Add easements as described above and include under the Private Easement Maintenance Provisions section 21. Stormwater Facility Maintenance Provision: Add verbiage similar to the following, placing restrictions on the amount of impervious surface area to be constructed on each lot. "A stormwater management facility is to be constructed on Lot X for the benefit of Lots X - X, as approved by the City of Edmonds. The approved plans are on file with the City of Edmonds under file number PLN201500XX. Consistent with this approval, Lot 1 has been allotted Xsf of Page 3 of 4 new impervious surface area for future site improvements, Lot 2 has been allotted Xsf of new impervious surface area for the house, patio, walkway and driveway ... and so forth." 22. Public Easement for City Access to Stormwater System: An easement to the City of Edmonds for inspection of the stormwater management system shall be provided and shown on the recording documents. The easement language should read something similar to: "A permanent access easement is hereby granted to the City of Edmonds for access and inspection of any and all areas within Lots X of this short plat that may now, or in the future, contain any stormwater management facilities and/or system(s), including all appurtenances therefore and thereto. Said access easement shall be for inspection purposes to ensure that stormwater facilities and/or system(s) are properly operated and maintained in accordance with City of Edmonds Code." 23. City Approvals: Done. 24. Pursuant to ECDC 20.75.135.C, monuments shall be set at street intersections, lot and block corners, boundary angle points, points of curbs in streets, controlling corners on the boundaries of the land. Neither the Cheeks nor Burleigh short plats indicate that monuments have been set as required by ECDC 20.75.135.C. 25. As-builts have been submitted for items that haven't been built or inspected. Final inspections and approved as-builts will be required prior to final. 26. The parcel numbers are incorrect for the subject properties on both the Burleigh and Cheeks short plat documents. Please correct if to be included on the final recording documents. 27. (D (Z OO appear on each of the lots on both the Burleigh and Cheeks short plats. These do not appear to reference anything. Please remove from the recording documents of both short plats. 28. Note that all signatures on the final documents must be made in black ink. It is suggested, however, that you submit the revised recording documents to staff for a second review prior to obtaining all required signatures. 29. All pages of the final recording documents must comply with the Snohomish County Auditor's recording requirements, which are available for your reference via the following link: http://wwwl.co.snohomish.wa.us/Departments/Auditor/Divisions/Recording/. It appears that the draft recording documents may not meet all of the recording requirements. It is the applicant's responsibility to ensure compliance with the Auditor's recording requirements in order to avoid issues at the time of recording. 30. Note that Snohomish County requires that all of the taxes for the subject site be paid prior to recording. Please make the above changes and submit your updated recording documents to the Planning Division.
