It is very unfortunate that you poured the footings without City approval. It should have been clear to you from Chuck's
correction notice that the work was not ready for inspection when Chuck was on site and a complete footing inspection
was not performed. I recall that when you phoned me after the inspection that your main concern expressed to me was that
the only thing holding up Chuck's approval was not having the piling report on site. I know now this was not the only
issue raised by the inspection. I appreciate you sending us the attached photos; however, it is apparent from the photos
that there are some significant deficiencies in the work represented. Specifically, the stub steel is obviously spaced wider
than the plans call for; and it appears that there are portions of the rebar that have insufficient clearances, or are even in
contact with the earth. I disagree with your statement that the work was completed in full conformance with the plans. A
complete inspection would have revealed those issues in time to properly correct them.
Before we can give approval of the footings and allow you to proceed with any further inspections, you will need to
provide sufficient documentation to my office that the footings as poured meet code standards. I am requesting that the
engineer of record for the project provide that information, in one of the following methods:
1. If appropriate, state that he actually performed a site inspection prior to the pour and found all formwork and
reinforcing steel completed and conforming to the approved plans.
2. Justify by engineering, or other appropriate code standards, that the design and installation of the footings
meets the minimum standards of the building code without any reinforcing steel.
3. Provide a fix for whatever deficiencies there might be in the installation of the footings, including the lack of
viable reinforcing steel.
Any documentation from the engineer of record must be stamped and signed.
The alternative to the above options is one that I take no pleasure in offering: to remove the placed concrete entirely and
start over.

I apologize for not having the piling report on site, as apparently it was inadvertently removed from our permit package.
Please know that we made every reasonable effort to contact you and Chuck prior to pouring, but unfortunately we
weren't able to. Please also know that the work was completed in full conformance with the approved plans and I've
attached multiple photos and a copy of the report for your reference. I would be happy to meet you on site and/or provide
any additional documentation required.
Also, we're trying to schedule a wall inspection for next week, so obviously I want to resolve any outstanding issues
before then. Please call me at your earliest convenience.
