states “Reinforced backfill of the upper block wall should be constructed with structural fill.”. That requirement
does not appear to be consistent with the information provided elsewhere in the report.

I've reviewed twice the "Wall Backfill" section on Page 3 and "Plate 2" of my 9/30/2014 report and
found no contraction or ambiguity regarding the requirement of the lower wall backfill. It is clearly
stated under the "Wall Backfill" section that "
The taller lower wall is to be
excavated and backfilled with geogrid mesh embedded in the backfill
to increase stability of the wall. This reinforced wall backfill
should be constructed with structural fill in accordance with
recommendations under the STRUCTURAL FILL section of this report."
Plate 2 also clearly calls out the lower wall backfill to be
structural fill.
