The City has received your Request for Building Official Determination of Undisturbed Soil in
accordance with ECDC 21.105.010.
Description of Request:
Reconstruct contours to coincide with adjoining topography by extending existing topography
lines 114' and 116' from area east of the swimming pool to join existing topography lines 114'
and 116' at the southeast corner of the lot, to represent more accurately the original grade lines
prior to excavation of the site. The submittal included the written request, a current survey dated
3/9/2009 showing the proposed extended topography lines 114' and 116' drawn in red ink,
photographs of the surrounding terrain, and an old topography (date unknown).
Background:
In your discussions with Planning and Building Division staff regarding the original grade of the
lot, you provided a current survey of the site (dated 3/9/2009), an old topography (date
unknown), and photographs of the surrounding terrain, including the uphill slope to the east. It
seemed clear that a portion of the lot had been excavated, particularly the southeast quarter of the
lot, which you said was done for the construction of the original house, and grades were also
altered recently with the removal of the house and foundation due to a fire. Based on the old
topography and photos of the terrain, extending existing topography lines as proposed, to
represent more"accurately the original grade lines prior to excavation of the site, seems
reasonable and conservative.
Determination
It is my determination as Building Official for the City of Edmonds that the topography lines
114' and 116' shown in red on the attached 3/9/2009 survey as further described above shall be
considered the undisturbed soil as defined in ECDC 21.105 and height calculations shall be taken
from these grades"
