Edmonds, WA 98020 Subject: Hazard Tree Removal (STF20180032) Dear Mr. & Mrs. Flynn The City of Edmonds was contacted by you regarding a request for hazard tree removal, and has been provided with a recommendation by a certified arborist Zsofia Pasztor regarding the removal of one (1) Cedrus Libano trees located at 8229 Talbot Road. The subject property contains Perrinville Creek, along with associated wetlands and erosion hazards. The tree proposed for removal is located along the northwestern property boundary just to the rear of the existing home. The creek, wetland and erosion areas are considered critical areas pursuant to Edmonds Community Development Code (ECDC) Chapters 23.40, 23.50, 23.80, and 23.90. Generally, the removal of trees or vegetation within a critical area or a critical area buffer is not an allowed activity unless it involves the removal of invasive species or hazard trees pursuant to ECDC 23.40.220.C.8. Normal maintenance of vegetation is an allowed activity in critical areas. "Normal maintenance of vegetation" is defined as "removal of shrubs/nonwoody vegetation and trees (less than four -inch diameter at breast height) that occurs at least every other year. Maintenance also may include tree topping that has been previously approved by the city in the past five years." In this case, the trees are larger than 4" DBH so tree hazard evaluation is required. ISA Tree Risk Assessment forms, prepared by Zsofia Pasztor (PN-5795A) were submitted with the request to remove one (1) tree with an overall risk rating of "extreme." According to the report provided the subject tree has had history of limb failures and the conditions have been identified as decaying, dead and cracking. Due to the high risk for failure, the trees are a candidate for removal. Pursuant to ECDC 23.40.220.C.8.b.iv each hazard tree removed must be replaced with new trees at a ratio of two to one. The applicant has proposed to replace the existing tree with two (2) trees, one (1) Shore Pine and one (1) Black Hawthorn tree. An exemption for tree cutting is granted with the following conditions: 1. Only the identified Cedrus Libano tree may be cut. 2. Two (2) replacement trees (Shore Pine / Black Hawthorn) must be installed within one year of the tree cutting activity. Deciduous species must be a minimum of one to two inches in diameter at breast height (dbh), and evergreen species must be a minimum of 6-feet in height consistent with ECDC 23.40.220.C.8.b.iv. 3. Replacement trees may be planted at a different, nearby location on the property but may not be placed within the described utility easement recorded under AF# 201008170696 and AF# 9304290320. 4. If the identified replacement trees cannot be found in the required size, substitute replacement trees that are native and indigenous to the area may be approved by the Planning Division.
