W. Edmonds, WA 98026 Subject: Hazard Tree Removal (STF20190024) Mr. Powell The City of Edmonds has received documentation regarding a request for hazard tree removal. John Hushagen a certified arborist has recommended removal of five (5) Red Alders (Alnus rubra) located at 18223 841h PL. W. The subject property contains slopes greater than 25% according to the City's LiDAR information, which is considered a critical area pursuant to Edmonds Community Development Code (ECDC) Chapters 23.40, 23.80. Generally, the removal of trees or vegetation within a critical area or a critical area buffer is not an allowed activity unless it involves the removal of invasive species or hazard trees pursuant to ECDC 23.40.220.C.8. Normal maintenance of vegetation is an allowed activity in critical areas. "Normal maintenance of vegetation" is defined as "removal of shrubs/nonwoody vegetation and trees (less than four -inch diameter at breast height) that occurs at least every other year. Maintenance also may include tree topping that has been previously approved by the city in the past five years." In this case, the Red Alder trees are larger than 4" DBH so tree hazard evaluation is required. ISA Tree Risk Assessment forms, prepared by John Hushagen (PN-0108A) were submitted with the request to remove five (5) Red Alder trees with an overall risk rating of "high" for trees 1-4. Tree #5 has an overall risk rating of "low" however the tree has been noted as being 100% dead and should be removed. According to the report, tree risk assessment forms, and photos the subject Red Alder trees are either dead or dying, with the potential to uproot. Due to the high risk for failure of the trees they are candidates for removal. Pursuant to ECDC 23.40.220.C.8.b.iv each hazard tree removed must be replaced with new trees at a ratio of two to one. The applicant has proposed to replace the existing tree with ten (10) Vine Maple (Acer Circinatum) trees. An exemption for tree cutting is granted with the following conditions: 1. Only the identified Red Alder trees may be cut as identified in the arborist report. 2. Ten (10) replacement trees (Vine Maples) must be installed within one year of the tree cutting activity. Deciduous species must be a minimum of one to two inches in diameter at breast height (dbh), and evergreen species must be a minimum of 6-feet in height consistent with ECDC 23.40.220.C.8.b.iv. 3. If the identified replacement trees cannot be found in the required size, substitute replacement trees that are native and indigenous to the area may be approved by the Planning Division. OBSERVATIONS AND RECOMMENDATIONS The health and risk assessment involved five trees, beginning to the northeast of the house with tree #1 and concluding with #5 northwest of the house and downhill. All trees grow as single stems, with branching only in the top 1/3 of the canopy. The trunk diameter in inches, (diameter breast height, DBH: the standard measuring point 4.5' above the ground), for each tree was recorded and a Level 1 Visual Assessment of tree health and risk was performed. The following is a list discussing each tree. Enclosed is an ISA Basic Tree Risk Assessment Form for each tree. TREE #1 is 14" DBH and is located downhill and slightly east of the above residence. The canopy is in severe decline and the target is the north neighbor's house. This tree has a High risk rating and should be removed. TREE #2 is 12" DBH and is located near the top of the slope, just north of the home. Its canopy is in severe decline and the target is the owmers' home. This tree has a High risk rating and should be removed. TREE #3 is 16" DBH and is located just north of tree #2. Its canopy is in severe decline and the target is the north neighbor's house. This tree has a High risk rating and should be removed. TREE #4 is 16" DBH and located down the slope from tree #3. This tree is dead and the target is the north neighbor's house. This tree has a High risk rating and should be removed. TREE #5 is 14" DBH and located west of tree #4. This tree is dead and the target is non - landscaped areas in the northwest section of the property. This tree has a Low risk rating, but it should be removed.
