House Moving, Jeff McCord To: Ann Bullis, City of Edmunds Re: 21635 117`h PI W House Move Date: July 14, 2008 Dear Ann Bullis, et al: Please find enclosed the original text of our "House Move Work Plan" with revised dates and timeline, plus the following list of items that will be covered in the house move based on our meeting with the City of Edmonds. I have included the original items from my follow-up email plus the items you reminded us that needed to be included in our documentation: Revised Dates: The house will be moved from Woodway starting at about 10:00 pm on Friday, August 1, 2008 and arrive at Highway 104 at approximately 11:30 pm, Friday, August 1, 2008. We will move the house down to Dayton Ave and arrive at the barge site by approximately 2:30 or 3:00 am. We will be crossing through the Port of Edmonds parking lot south of Beach Place and loading onto the barge in the morning of Saturday, August 2, 2008. The peak morning tide is at 5:12 am. Nickel Bros House Moving will be offsite at 8:00am. Notes from City of Edmonds Meeting: 1. We will send all information through Ann Bullis at the City of Edmonds Building Department. 2. We will provide an insurance certificate naming the "City of Edmonds" as additionally insured. 3. We will use our 1.25 inch thick "matting" to cover all grass areas at the Beach Place street -end. 4. We will "matt" over the sidewalk area and seawall with double "matting" it insure additional protection for the artwork. However, at no time will any weight or pressure be applied to the sidewalk or seawall. A canvas drop -cloth will be placed under the double -matting on the seawall for additional protection. 5. We will provide a plan for a walking area detour during the loading procedure and post notices to the public at least 48 hours prior to the move date. Note: Since we are planning the loading at night (for the. morning tide) instead of during the day, we will not need as much mitigation for crowd control, but we will still maintain a 50 -foot perimeter for the loading procedure as originally planned. 6. We will make contact with the neighboring Bungalows to let them know about the loading of the house. 7. We will complete our permissions with the Port of Edmonds and provide information on whom we have contacted and what the permissions entail for the City's records. We will post "no parking" signs in the Port of Edmonds parking lot used for house access. 8. We will provide Ann Bullis with copies of all of our permissions and approvals for the move and move route (including but not limited to railroad crossing. informing emergency services, etc.). 9. We hereby verify that we will be responsible for removing and replacing the parks signs, and memorial benches, as well as the trash receptacle and any other obstacles, and place them. back with the same attachments as found. 10. We will provide a "before" and "after" video walkthrough along with still shots and will work with Parks staff to verify both before and after the move. Original Document Text: Nickel Bros. Description of Move Process We will be moving the house currently located at 21635 1171h PI W (Woodway) along a route from 21635 117" PI W (S), to Bella Coola Rd (E), to Nootka Rd (N), to Pine St (E), to Sunset Ave (N), to W Dayton St (VI), to Railroad Ave (NE), turning into the parking lot adjacent to the water, to Beach PI where we will cross the park and onto a barge. A map showing this route is enclosed. Point A (on the map): This is the origin of the house. The requested move start -time on Sunset Ave will be 11:30 pm on Friday night, August 1, 2008, expecting to arrive at the waterfront parking lot by 2:30 or 3:00 am Saturday morning. Point B: At this corner we will be able to avoid the planted area in the road planting area due to our dolly widths (and the fact that this is a narrow house). Minor tree trimming will be necessary for the evergreen on the right-hand (E) side of the road. : Also Nickel Bros has identified an overhead wire crossing in this location. The appropriate utility companies have been contacted and are scheduled to make the necessary wire drops to accommodate the house move. Both Comcast and Verizon have been paid in advance for their assistance. Point C: We are able to navigate the traffic light arms without having to remove them. Point D: After crossing the railroad tracks,* we will cross into the parking lot adjacent to Railroad Ave (crossing the curb with our blocks and matting where needed), crossing the Port of Everett parking lot (with permission) and ending at Beach PI in time to perform the approximately 1.5 to 2 -hour loading procedure for the peak morning tide at 5:12 am. Once the house is loaded the ramps will be removed and the barge will be launched by 5:30 or 6:00 am. We will then remove all the matting and restore the benches, etc. by no later than 8:00 am that morning. Notes: *We will work with the rail authorities (BNSF and others) to schedule the crossing and follow their required specifications and procedures_ Barge Loading Procedure We will prepare the park area with our 1.25" thick plywood "matting" which we use commonly to cross grass areas, including parks and soft ground conditions. This matting procedure protects the grass areas by providing a solid surface for our truck and doily wheels to cross. An example of our crossing in Seattle of the Madison Park North Annex last year is enclosed for a visual example. References for grass area crossings can be provided upon request. At approximately 3:00 am Saturday morning the barge will come in and we will begin preparing for the loading process. Our ramps are lifted in place using a boom crane arm and the loading process takes about 1.5 hours from the barge arrival to launching of the barge. We expect to complete the loading and launch the barge by 5:30 or 6:00 am. Standard Permitting Procedures Here is a breakdown of the standard permitting procedures that are expected of us in other municipalities or jurisdictions where we move houses: o Road move permit -- Obtained from County, City, or WS -DOT (Jurisdiction of road) o SEPA Exemption — Submit an Environmental (SEPA) checklist / obtain sign off from County or City of Jurisdiction o JARPA Application — Submitted to Washington Department of Fish & Wildlife o HPA Permit T-- Obtained from the Washington Department of Fish & Wildlife once they receive the 0 Page 2 .
