It was found that the application is incomplete, however. The application requirements are outlined in the Shoreline Permit handout #P72 (http://www.ci.edmonds.wa.us/Public Handouts/Planning/P72-Shoreline.pdf). Please submit the following items as soon as practicable so that staff can continue processing the application: Application fee. I inadvertently did not take in the required application fee when Mr. Rashell first submitted materials on April 21, 2011. The fee for an SCUP is $2,755. There are additional fees for installation of a temporary public notice land use sign ($185) and records retention ($15). SEPA checklist. Please confirm whether the existing poles are located in the water (Marsh) or whether the replacement poles will be. If the existing poles are outside the water and the new poles will be inside (under water), please submit a completed Environmental Checklist along with the required fee ($485). WAC 197-11-800(3) and (23) identify several exemptions for utility installations but those do not apply to new structures being placed on lands covered by water. Edmonds Community Development Code (ECDC) Section 23.40.220.C.5 identifies minor utility projects meeting specific requirements as allowed activities which do not require the submission of a critical area report. To be an allowed activity, the following criteria must be met: a. There is no practical alternative to the proposed activity with less impact on critical areas. b. The activity involves the placement of utility pole(s), street sign(s), anchor(s), or vault(s) or other small component(s) of a utility facility; and Page I of 2 Incorporated August 11, 1890 Sister City - Hekinan, Japan c. The activity involves disturbance of an area less than 75 square feet. In the associated cover letter, it was apparent that (a) and (b) are satisfied. It remains uncertain whether the disturbance with involve an area of less than 75 square feet. Please confirm the total amount of disturbance anticipated with the project and identify the best management practices used to ensure there is no transport of sediment or stormwater and what restoration measures will be provided. If the disturbance to the wetland will exceed 75 square feet, please submit a wetland report and mitigation plan pursuant to the requirements found in ECDC 23.50 (http://www.mrsc.org/mc/edmonds/Edmonds23/Edmonds2350.html#23.50). 4. Other permits. A JARPA permit may be required for the project but it would be useful to confirm whether exemptions are available for the proposed work. Please keep in mind that a complete response to this information request must be received within 90 days of the date of this letter or the application will lapse for lack of information (ECDC 20.02.003.
