Ave South, Ednionds, Washington; Snohomish County Tax Parcel 00619401100100. Competence: My credentials include: • Certified Arborist (International Society of Arboriculture, ISA #23136) • Registered Consulting Arborist (American Society of Consulting Arborists #499). • Tree Risk Assessment Qualified (ISA). • Certified forester (Society of American Foresters #951) • Bachelor of Science degree in Forest Management from the University of Washington This assessment is in response to a Notice from the City of Edmonds, requiring correction for "trees removed from the right of way without permit", dated 5/22/2018. The notice states "Need to obtain a right of way permit for the tree(s) that have been removed from the City right of way". The governing procedural document is Edmonds Community Development Code (ECDC) 18.00.040 which states that in order to receive approval to remove trees on City of Edmonds property one of the following conditions, in addition to establishing tree ownership, must be met: • The tree presents a safety or sight distance hazard; • The tree root system causes blockage of underground utility systems or damages other public or private improvements such as roadways, sidewalks, driveways, etc.; • The tree is damaged or diseased requiring its removal or trimming in the interest of the public health and safety; • The tree has outgrown its location, is nearing the end of its healthy life, and should be replaced by a smaller, location appropriate tree. 11Page Paul Brown Tree Assessment July 28, 2019 In the event that the tree(s) were viable and located on City property then the following steps are to be followed: A permit is to be filed pursuant to City of Edmonds City Code 18.45.050 o A restoration plan is to be developed pursuant to City of Edmonds City Code 18.45.075 With this letter I will address these issues. Tree Location: The subject trees are indicated on an "Exhibit for Paul Brown", a property and tree location survey prepared by Jouni Kalevi Paavola, Professional Land Surveyor. The survey is shown on the following page. Tree No. 1: The survey indicates that tree No. 1 stood about 8.4 feet east of the Brown property line and is located within the City of Edmonds right of way of C Avenue. Tree No. 2: The survey identifies two stumps associated with this tree. The western stump of tree No. 2 is located on the Brown property, as is about half of the easterly stump. . This suggests that the origin of this tree is fully on the Brown property. At maximum, less than half of the easterly stump is located within the City's right-of-way. Tree #2 is at the northeast corner of the private property but some branches extend into right-of-way. Paul Brown Tree Assessment July 28, 2019 I have calculated the trunk area on each property as: Total Stump Area: 441 sq. in. West Stump: 16"x 17" = 272 sq. in.= 62% East Stump: 14"xl6" = 169 sq. in.= 38%, at 50% on Brown property, then 19% is on City property, leaving a total of 357 inches or 81 % on the Brown property. Tree Identification: Tree No. 1:Western white pine (Pinus monticolaThis is a four -stem tree, cumulatively equivalent to 23-inches diameter (Caliper) at 4 feet above ground. The stump had no indications of defect. Stump ring count indicates this tree to have been about 35 years in age. White pine are subject to white pine blister rust (Cronartium ribocola), however there was no evidence available at my inspection to indicate this condition exists. Interestingly, the Brown residence address is on C street as is the mailbox. I understand that this tree is near the actual location of the legal access to the property, thus the tree may well have been blocking development of this access; in other words had outgrown its location. I note that the City of Edmonds Street Tree List does not include western white pine or other coniferous species. Tree No. 2; Purple leaf plum (Prunus Cerasifera)—This is a two -stem tree, cumulatively equivalent to 19 inches diameter at 4.5 feet above ground. Anecdotal evidence indicates this tree to have been in poor condition, having lost a significant portion of its live crown. Stump ring count indicates this tree to have been about 35 years in age. According to on-Iine sources ("Gardennerdy.com", "Gardendesign.com", "TheSpruce.com"), this species has as short life span, generally about 20 years. Thus, the noted failure of the crown would not be unusual for this old tree, thus its viability was questionable at best indicating the near end of its useful life. Purple leaf plum is not on the City of Edmonds Street Tree fist. It appears that the criteria necessary for removal of these two street trees has been met: Tree No. 1 blocks legal access and has out -grown its location. Tree No. 2, besides being primarily on the Brown private property had reached the end of its healthy life. Neither tree species is listed as a suitable replacement. Both trees should be replaced by smaller, location appropriate trees. City of Edmonds Permit Application Trees removed from City of Edmonds property "may only be removed pursuant to a clearing permit which has been approved by the City". (CEC 18.45.020 and .050) Only contractors authorized to represent the owner or the owner themselves of the property abutting the City right-of-way upon which the trees are located or a utility company may apply for the permit. Paul Brown Tree Assessment July 28, 2019 The permit application requires a Restoration Plan pursuant to ECC 18,45,075. Section 5 of (ECDC) 18,00.040 recommends tree replacements based on Caliper of Tree Removed. Planting space is somewhat limited in the Right of Way due to presence of a water retention garden. Tree No. 1 has an adjusted caliper of 23-inches thus the recommended replacement is 4 trees. Tree No. 2 has an adjusted caliper, after consideration of its stump location on both private and Edmonds property of: 19-inches x 19% = 4-inches on Edmonds property, thus no replacement is recommended. I recommend a mix of species to include: Two Acer platanoides `Globosum/Goble Maple Two Prunus serrulata `Amanagawa Cherry These trees will provide interest and variety while retaining sizes appropriate to the limited growing space available. l have attached tree planting detail provided by the International Society of Arboriculture that should aide in installation and maintenance of the trees.
