As I pointed out to you during my inspection, the landscaping that was installed is not consistent with the approved landscape plan (i.e. plant numbers and species as well as locations of landscape beds differ than what is indicated on the approved plans). Due to the extent of the changes, a revision to the approved landscape plan is required. Please have your landscaper review the landscaping requirements of ECDC Chapter 20.13 in order to confirm that the proposed landscaping complies with these requirements, including the minimum sizes and spacing contained in ECDC 20.13.015. It is likely that some changes will need to be made to the landscaping that was installed in order to comply with the applicable landscaping requirements. For example, additional plants may need to be added to comply with the minimum spacing requirements, groundcover will need to be added in order for the landscaping to comply with the applicable requirements for each landscape type within ECDC 20.13.030, a minimum of one shade tree is required per Type V planter, etc. Additionally, the revised landscape plan must be consistent with the applicable conditions of the Architectural Design Board's (ADB's) design review approval. The ADB's conditions related to landscaping include the following: • All mechanical equipment and other utility hardware on the roof, grounds or buildings shall be screened to mitigate view impacts from street level. Screening could include the use of architectural elements, landscaping, and/or fencing. • Street trees shall be a minimum of 3 inches in caliper. Species location and spacing of the street trees will be determined during civil plan review. • The project shall comply with the Type V landscaping requirements of ECDC 20.13.030.E, including the need to expand and/or add additional landscape beds to meet the minimum required total area, ensure that all Type V landscape planters meet the minimum size required per planter, and all planters must be planted in accordance with the requirements of ECDC 20.13.030.E.2, including one tree per planter. Although it is likely that changes to the installed landscaping will be necessary in order to comply with the above requirements, please wait to make any changes to the installed landscaping until the proposed revision is approved. For the revision, you will need to submit the required fee as well as three copies of the revised landscape plan indicating all species, sizes, and spacing of proposed plants. The revised landscaping plan must be representative of the plants that have been installed as well as any additional plants necessary in order for the landscaping to comply with the requirements of ECDC Chapter 20.13 and the ADB's conditions of approval (listed above). The latest landscape plan (submitted on 9/2/14) was approved through the revision process, so I am assuming that your team is familiar with what must be submitted for a revision.
